Like a lot of commentators, I have watched the slow erosion of Zanu-PF influence over the last 6 months. The most telling and far reaching decision, was the appointment of Tendai Biti as Finance Minister. He has slowly clawed back the responsibilities surrendered to the disgraced Gideon Gono and consolidated his hold on the Fiscus. He has also highlighted the corruption, endemic in past administrations and placed himself at the heart of the battle to control Zimbabwe’s resources. I cannot fault his energy or focus. He has been resolute in his determination to set our country on a path towards economic recovery. His actions and intentions cannot be overstated. He has allowed the following to take place.
Taming Inflation
Critics have pointed out that the move towards a multi-currency environment was first proposed before the MDC entered into the GPA. Others have also confirmed that this proposal was a result of the Hyperinflation caused by the ZRB printing money. My contention is that it was only included in the last Zanu-PF finance Bill because they knew it would happen as soon as the GPA was agreed. Whatever the reasons, this single act stopped all financial looting by the ZRB. To his credit the Honourable Biti consolidated the act and removed at a stroke all printing by the ZRB. This move has had a causal effect on other issues….
Youth League and Ghost Workers
Following the contraction of the ZRB’s responsibilities, an audit has been carried out on Government employees. The audit will no doubt remove a huge number of political appointments in various ministries and also the ZRP, Army and Teaching. This will in turn result in a large number of disaffected youth who relied on their “Ghost” salaries to fund a lifestyle committed to the persecution of those who hold a different political view. Only time will tell what their reactions will be.
Further Domino’s
Zanu has relied on Government handouts disguised as programs to fund their activities. STOPPED
Local Councillors & Governors have made a fortune looting their respective constituencies. Falling, IN PROGRESS
Parastatals are the next set of domino’s. They are due for sale or re-organised. Domino falling.
I have no doubt whatsoever that the new year will result in more domino’s crashing down.
The result of all this contraction of Zanu’s ability to mobilise and pay for violence against it’s detractors will eventually cause an Implosion of their dedicated cadres. It will not happen slowly, it will happen suddenly. It is the major reason for their frantic demands for Targeted Sanctions to be removed. They have very few places to flee. It would be suicide to remain inside Zimbabwe when the collapse comes and they know it. I hope that a Truth and Reconciliation Commission is in place before then.
