		<description>This is a big joke. How can the people be assured that this new unit is really going to be independent? Realistically, how will they have proper authority and power? Sounds like another way for Zuma to give ministers fake credibility. It may lead to infighting and could even become a tool for ministers to gang up on each other.  More and more government bureaucracy is not the answer.</description>
