ZANU PF and MDC were still deadlocked Saturday on the make-up of a new government after failing to agree on the allocation of Finance and Home Affairs ministries.
President Robert Mugabe, opposition Movement for Democratic Change (MDC) leader Morgan Tsvangirai and Arthur Mutambara, the head of a small MDC offshoot, met in the capital Harare but the talks broke up without an agreement on the allocation of the finance and home affairs cabinet posts.
Negotiators for the three parties will meet again over the posts, Mugabe’s spokesman George Charamba said.
The continued failure has blocked the formation of a unity government ever since a historic power-sharing deal was signed on September 15.
“The president and the two leaders of the MDC formations met this morning in consultation over the setting up of government, but failed to conclude their consultations,” Charamba said in a statement.
“They however decided that they should be further consultation at the level of their negotiating teams exclusively over the ministries of finance and home affairs.”
MDC spokesman Nelson Chamisa told AFP the parties had “a frank and realistic” exchange but the allocation of the ministries was still deadlocked. He confirmed consultations would continue.
Chamisa said the situation in Zimbabwe was “catastrophic” and the continuing delay in forming a government “is a threat to people’s lives”.
“We hope that things will be resolved soon but the delay is a threat to people’s lives. People are dying… the humanitarian response has to be activated and you need a functional government to do that,” Chamisa said.
Mutambara’s spokesman Edwin Mushoriwa said the discussions were inconclusive and the unresolved issues were back with negotiators.
“The negotiators are meeting to try and panel-beat the issues that have been left. The principals (the three leaders) understand the urgency of this matter that it has to be concluded.”
Once one of Africa’s most prosperous countries, Zimbabwe now suffers the world’s highest rate of inflation, last estimated at 11.2 million percent, leaving 80 percent of the population living in poverty.
A source close to the negotiations said Tsvangirai and Mutambara had discussions before meeting Mugabe to come up with a joint position. The pair also met again after the talks failed.
The South African government said Friday that former president Thabo Mbeki, who brokered the power-sharing deal, had agreed to resume his mediation to resolve the deadlock.
Under the South African-brokered September 15 deal, Mugabe will remain as head of state after nearly three decades in power while Tsvangirai is to take up a new post of prime minister and Mutambara will be a deputy prime minister.
The deal was heralded as an historic initiative to resolve Zimbabwe’s political deadlock and economic melt-down, but the deadlock over cabinet seats remains.

That the real cause of our hardship is these illegal sanctions. We all know that. Somehow we must get our country back on its feet with or without these sanctions. Sarface why sanctions are not affecting top gvt officials, 55 people went with Bob to US last week where did they get the forex for so many people if we are under sanctions. I don’t think sanctions are the real problem but bad policies and corruption are the main cuse of our suffering. Smith was also under sanctions but he managed to build a strong econy which was inherited by Bob in 980.

Scarface I am sure you are making lots of money whilst people in Kazangarare, Magunje and Mwami suffering. Even an illeterate person can tell rampant corruption is the root problem. I hope scarface will remember our leaders once proclaimed openly that they do not need World Bank or any International financial institutions and this was just after awarding War Vets more than what was sustainable at the time. I can not imagine Americans electing a leader with no academic background of any sort. If it was down to scarface alone i would not even contemplate the idea of a president with no formal education behind him.It is a bad sign if a leader has no academic background. Yes sanctions alone have not destroyed the economy-rampant corruption that even Mugabe himself has tried to fight openly as well as the farming situation -tourism , unemeplyment-a lack of investment , non availability of balance of payments support. You will notice that some of these are all linked to the sanctions issue. Thats the way it goes.Economic mismanagent -yes a big issue but on the whole you will notice that even in the prosperuos 80s we still had rampant corruption but that country still performed.We suffered under the structural adjustment program with unemployment at 60% due to world bank and IMF projetcs and policies that we had to implement.Even their policies failed as they later admitted.All these issues have contributed to our problems today.
Now -lets put that behind us. History helps us to avaid the same mistakes in the future. Lets put all this fuss behind and look torwards the future. What do we want? The starting blocks is this new deal the parties have just signed. How can we make it work? Forget balming mugabe and Morgan for now. They will have to work together now until the next election. I see problems there just because every party would want to have the upperhand by the time the next election comes round.Be prepared for a few spats here and there.But we have no chice guys but to support this new initiative brokered by Mbeki.Lets work like proud zimbabweans for once.
