Before the ink was dry,MDC Secretary General Welshman Ncube was forced to deny that his faction had signed a power-sharing deal on Tuesday with President Robert Mugabe after seven MPs from the faction threatened to cross parties.
“No deal has been signed by anyone. Dialogue is still continuing.”,said Ncube as the state newspaper The Herald reported Wednesday that indeed a deal was signed.
Last night Emmerson Mnangagwa,the Joint Operations Command Chairman had said they will go ahead and sign a power sharing deal with leader of an MDC faction Arther Mutambara and will be appointed Prime Minister.
“Tsvangirai is not special,we will go ahead and rule with Mutambara”, he was overhead saying as the ZANU PF delegation left Rainbow Towers on Tuesday night.
The Tsvangirai led MDC has flatly declined ZANU PF ’s proposal that as Prime Minister Tsvangirai would control only the finance,local government and home affairs portfolios in the cabinet,while all executive power will vested on the president, including appointing the cabinet, powers to dismiss the Prime Minister,dismissing a cabinet member and chairing the cabinet.
MPs Threaten to quit
Seven MPs threatened to leave the faction if its leadership goes ahead and signs the deal, as rumours spread yesterday evening an MDC MP in the faction,Edward Tshotsho Mkhosi,MDC-Mangwe told Metro that if any such deal is made he will quit the faction.
“No I will not watch history being repeated,we have seen ZANU PF’s strategy of divide and rule in the past and this time it will not work,not this time.”,he said.
Another MP told the Telegraph,”If this has happened I don’t agree,” said Abednico Bhebe,MDC-Nkayi South. “This will be disastrous. None of us will go with him. He would be committing political suicide.”
Sen.David Coltart,MDC-Khumalo, said: “If that happened I don’t agree and I doubt the majority of our executive would support that decision.”
Another MP who requested that his identity be withheld said,”How do you explain that kind of deal to your constituency,beside there is no way we can turn things around without our erstwhile colligues”,he said.
Metro also spoke to three other MPs who also said they will not be part of such a deal and would not feel comfortable betraying their voters.
The only MP who sounded receptive of the deal was Moses Mzila Ndlovu,MDC-Bulilima who was one of the negotiators in the power sharing talks in South Africa.
Mutambara and Ncube lost parliament bids in Zengeza West and Makokoba respectively to candidates from the faction led by Morgan Tsvangirai.
It has since emerged that during the talks the Mutambara MDC faction pushed for an amendment of No. 19 so as increase appointed senators from five to 21.
“Morgan Tsvangirai is the main opposition leader, and any agreement that doesn’t include his party will not work for the country. It actually just complicates issues,” said John Makumbe a University of Zimbabwe Professor.
Meanwhile Australian Foreign Minister Stephen Smith says any power-sharing arrangement in Zimbabwe that does not include Morgan Tsvangirai would be a farce.
“We know that Mr Mutambara has a small breakaway group of the MDC, they have been involved in the talks as well, but any outcome which emerged which did not involve Mr Tsvangirai would effectively be a farce.”,he said.

Wish to tell Mr Mnangagwa that if you are voted for by the majority in a country, you become ’special’. The talks are not there to have just any signatures on a piece of paper but to ease life for the Zimbabweans and the first step towards that is to recognise their choice of leadership. They are prepared to work with that leadership for the development of the country and fight hunger, poverty. Unless you grant them that you will always be in shock at your perennial failures because we just will not apply ourselve fully to your policies. We have seen how selfish youare and cannot trust any programme emerging out of ZANU PF because to us it will always be a scam like the National Housing Scheme that built the Gracelands, like the land reform programme which saw the landless being used to evict the whites and then them being evicted for the ‘chefs’.
To Mr Morgan Tsvangirai I say, as long as you know we voted for you, please step back and let the usurpers try their hand. Ever wondered why after claiming victory they want negotiations? Leave ZANU to dance to its own music. We have suffered long and this last stretch aint gonna be for too long. They have no morals, they do not respect human life, they are selfish, and most of all, they do not have the backing of the people.

Let them rule, why worry ourselves about failures – I bet you, Mugabe will never be at peace in a deal without Tsvangirai. In all fairness is it reasonable that you go into an election, you win someone says no we cannot hand over power to you. anyone watched the bbc news lately-they are struggling for breaking news on the talks-one minute a deal has been signed -the next oh no it seems the talks are still going-all in a state of confusion -that can only be good news.now its mugabe and mutambara signing but oh no its not true again-exciting times i think.this will teach a few people a lesson-no one knows whats going on in the talks unless if morgan briefs his masters. the rest is mere speculation-so dont get angry when you hear all sorts-all it is is speculation-mbeki has not spoken yet and he is the master of quiet dipolomacy-so until he has briefed SADCC and not the west lets all sit and wait. Tee thinks the seven MPs will not quit because the agreement does not allow for floor crosing until 2009. Unfortunately this agreement will not be binding unless the real MDC signs and is passed in Parliement as a statute.

Mbeki has got his role completely messed up. He thinks that all he needs to do is to get Mugabe and Tsvangirai in the same room and let them ram up some form of agreement. This is not going to happen because one of the parties is not an honest participant. Mugabe is not interested in the welfare of Zimbabwe, he is drunk with power and will pursue it for its own sake. So no matter how many hours they spend talking about an agreement, it will not work as long and Bob insists on being the president of the country without an willingness on his part to negotiate transfer of some of the power to Tsvangirai in the transitional period. Mbeki on the hand should focus on getting Mugabe to retire. Mugabe is 84 for goodness sake, what does he want to do for the people of Zimbabwe at this advanced age. If Mbeki can get Mugabe to go, he would have resolved the Zim problem once and for all.

Change in Zimbabwe is as imminent as it was in Rhodesia in 1979.Smith formed Zimbabwe-Rhodesia with Muzorewa but it did not help. Mugabe wants to do the same with Mutambara and it will not work. The good news is that we are on the eve of another major change in zim politics. The only problem is that Mugabe can not take a cue from his predecessor ,Ian Douglas Smith. Smith used greater violence than Mugabe’s post-election militia .He killed thousands at Nyadzonya and Bob has killed a mere 125 people after the main election. The Zimbabweans I know can not be stopped by violence- Bob knows that. Baba Chatunga ,let me remind you that you lost your manhood to political violence but you did not quit. What makes you think that violence will make Tsvangison to quit? Remember he still has his manhood intact.
As for you Mutambara ,woe to you for betraying Zimbabweans at this defining moment. You remind me of Nyathi who betrayed us at Nyadzonya.If history is to repeat itself, then ,a new political dispensation under the leadership of the son-of –the-soil Morgan Tsvangirayi. Any progressive thinking Zimbabwean will support your position. We can not afford to leave the destiny of our country in the hands of opportunists who want to manipulate the will of the people to their advantage. Undoubtedly Mutambara is doing everything to get himself a good position in a new government. But now that we know your true colours, you will only survive in that position for the duration of the transitional government or GNU. After that you will be history.
However, I am concerned about a clause in the deal being negotiated which provides that there will be no by-elections in cases of death of an MP or crossing of floors. I believe this clause was drafted in order to get rid of ZANU PF’s strategy of eliminating opposition MPs hoping to regain lost seats through by-elections. In as much as you may defer from Mutambara’s position, I want to advise to be cautious and play your cards very well. It might be wise to remain in your party but voting wisely in parliament, than to cross floors only to be replaced by other MPs – puppets of Mutambara, who may end up voting with ZANU PF.
Please acquaint yourself more with the deal being negotiated, before you make any decision, which might turnout to be disastrous.
