Tsvangirai gets Passport on Christmas

The Zimbabwean government delivered a passport and a letter to Morgan Tsvangirai on Christmas
Day in what looks like a major concession from the Mugabe’s regime under pressure from SADC. Tsvangirai’s Press Secretary George Sibotshiwe confirmed.

After months of withholding issuing Tsvangirai with a new passport the government delivered the travel
document to the President of the Movement for Democratic Change together with a letter from President Robert Mugabe inviting him to be sworn as Prime Minister on the first week of January.

Mugabe’s letter to Tsvangirai was hand-delivered by South African High Commissioner to Botswana
Milo Moopeloa.

The issuance of the passport followes the appearance in a court on Wednesday of Zimbabwe Peace Project Director Jestina Mukoko and activists who had been abducted by suspected state security agents.

Tsvangirai one week ago issued an ultimatum demanding the release of MDC and civic activists abducted since October, failing which he would ask his party’s national council to vote to sever negotiations with ZANU-PF.

    Passport is nothing, Mugabe has no respect of the rule of law therefore, if Tsvangirai comes back,he will be arrested under some unknown charges. What need to be done is the release of all abducted persons including Ms. Mukoko and Mudzingwa. If this is not done by Jan. 01/09 Mugabe can kiss inclusive government good bye. NO TURNING BACK.

    we told you this story ages ago but you dont listen.this is now old news to us. manyepo emdc-they have known forever about the passport and letter sent to morgan. we told you next time we will send the letter through mbeki’s sources..nowhere to run to morgan-its time to make executive decisions-gnu or not?

    There is absolutely no reason what so ever for MT to join the fake GNU.Zanu lost election in March 2009 & therefore they should go in a junior partner, if not –regai Vatonge tione. I commend the USA & British Government for withdrawing support for GNU for as long it is led by RGM.RGM has shown a remarkable degree of corruption & incompetence & Zim will never recover with him in charge for the simple reason he has no clue what makes an economy work.     Finally,it is up to the MDC and Tsvangirai to decide when it is safe for him to come back like any other important decisions they have been making on behalf of the people in the past.During the liberation struggle Mugabe was in Mozambique and only came back when it was safe for him to do so.Tsvangirai will do the same.

    The 19th amendment creating the position of primeminister is not yet law yet RGM is now inviting MT to form a govt.I smell a rat.Who gave these two the mandate to do what they want with us.SADC?This passport deal will not solve our problems.Morgan should be careful not to sell the people of Zimbabwe for a few passport pages.For as long ZANU(PF) continues to disregard human rights this “deal” will not work.To Tsvangirai I say keep your passport the conditions are not yet ripe for you to come.There people who have disappeared and are still to be accounted for.Some are in jail, women have been raped and thousand are being intimidated by the murderous ZANU(PF) bunch.These guys are dangerous, They can even kill their own. Study their history from 1963.Tsvangirai stay put!

    A Passport for the MDC President was long overdue, and a non – event. ZANU should nor expect to use Passport issuance to Morgiza to woodwink him and the MDC to accept a cosmetic Prime Ministerial position without control of key ministerial portifolios, equitable distribution of governorship positions and Diplomatic missions. Ko sei kuda kumhanyira kundo invita Morgan kuzoita Prime Minister, iwe RGM uchiziva kuti nyaya yese yakabhaja pamaMinisterial Portifolios. Unfortunately, it’s not gonna happen, you can go ahead neplan B, yako yekuita call for elections, but, if those elections donot have International observers and the UN, I am afraid the result will be similar to what happened this year.     A Prime minister can only BE a Prime Minister if he has the support of parliament.

    The Parliament can’t act decicively on anything.

    The Lower House holds an MDC majority, The Senate is 50/50 – Add in the Chiefs and you have a ZANU controlled Senate that will be likely to reject all legislation from the Assembly. The President won’t sign any MDC legislation into law – so what happens next ?

    In other countries, where a hung parliament exists, a system of Joint Parliamentary Committees draws up compromise legislation, and this usually gains passage into law – but will either ZANU or MDC agree to this system ? Essentially neither party has any choice but to establish some legislative process and framework to get things moving again.

    A Prime Minsister will find it “at least interesting” to operate in an environment where there exists an Executive President, which can put any good work by a PM into the waste basket.

    The modern day President could take on the role of Officer Administering the Government, take a back seat role and the Prime Minister and Cabinet run the country.

    It never stops to amaze me how this government always shoots itself in the foot over petty issues.Why would they keep Tsvangirai’s passport in the first place,now they won’t release Jestina Mukoko and the other activists when they denied abducting them in the first place,now they will retain the white farmers,and cholera has been arrested yet SADC is trying to help with medical supplies.Its a circus.Who comes up with all these ideas anyway?

    Maybe MDC needs to think about this – that without them or their PM Designate, the constitution revision allowing for a split government executive will not work, and therefore there is no effective government at all. As it stands, legally, the present government is a Caretaker Government, with stand in ministers within the PM’s designated cabinet posts.

    There are enough cabinet posts within the PM’s list to enable the country to get on its feet again, assuming Local Government is in the list as well, as MDC won most of the local council elections.

    As much as it might be difficult, it is seriously worth consideration to the MDC and Morgan Tsvangirai that to formally re-enter the country, accept the Swearing In as Prime Minister – get his Cabinet into action and get things moving to do what he can iwithn the present politcal framework to get something done to fix the country.

    In the mean time, Robert Mugabe should bite his tongue, and let his new Prime Minister do the job he assigned to perform and co-operate.

    Just that to get things done, the PM will need the police, some assistance from the security forces and to work the international circuit – all these areas are however held by Mugabe’s Zanu-PF in the President’s Cabinet.

    Somethimes its better to start with half than nothing – as that half can lead to better things.

    Another thought for now – to sleep i go
