The New Zimbabwe Cabinet

President Robert Mugabe and Prime Minister designate Morgan Tsvangirai on Saturday agreed on a list of 31 cabinet portfolios under their power-sharing deal, abolishing the ministry of state security.

At least 13 new ministries were created while some existing ones were integrated. The previous cabinet had 32 ministers, including eight ministers of state.

    Which ones of those are going to Zanu PF? There needs to be a sewerage ministry which would be well suited for the Zanu PF.

    Next election, bye bye Zanu PF. Wash them out!

    While this deal has a potential to open up some democratic space the above listing of positions spells disaster. Just imagine the beuraucracy. Why would such a small economy require 31 ministers. Each of them will be bought a four wheel drive and a house as well as the per secretaries of those ministries. I thought MDC was going to appeal some sense of reason and negotiate for a small cabinet. A huge cabinet has been at the heart of the demis of the economy as each of them will seek to quench their appetite for wealth.
    The ordinary Zimbabweans are screwed. Why not merge the following ministries as follows

    Small, Medium Enterprises and Cooperative Development
    **Youth Development, Indigenisation and Empowerment – how do they defferentiate youth development and edcation

    Justice and Legal Affairs
    **Prisons and Correctional Services
    Constitutional and Parliamentary Affairs

    Public works
    Local Government, Urban and Rural Development

    Environment, Natural Resources and Tourism
    Water Resources and Management

    Energy and Power Development
    Transport

    You don’t understand, Mugabe needs to repay his cronies with ministry positions. Ballot stuffing is not cheap. Actually ministries should be run by experts in a particular field, not the winners of a popularity contest (or in this case, by the biggest Zanu PF criminals and cheaters).

    These ministry positions will be used to create revenue draining government owned monopolies that the ministers will use to hire their lazy thug supporters. Meanwhile the public will get no benefit. That is why advanced countries don’t let their government to own monopolies.

    There is really nothing wrong with 31 ministries as long as they are: 1) run by ministers who are paid HALF the normal salary of people of equivalent positions; 2) well delineated into specialist units in specific domains; and 3) run by high-level experts in their specific domains.

    Zimbabwe won’t be that much burdened by 31 ministries that are run and financed much the same way as ministerial departments. It would be more efficient to have autonomous centres of excellence that are run at very low costs than having cryptic bureaucratic masses of ministries that are not jacks-of-all trades. In other words, two ministries should be run at the cost of one with maximum efficiency and expertise. This also serves to democratise the government by having many people who are highly focused in their specialities but paid half the salary normally paid for their posts. In salary terms, they can be at the equivalence position as heads of departments or directors — while the desgination of Minister merely serves to given them autonomy and empowers them to deal with the problems in their domains.

    The major problem is that these ministers may assume the stupid “chef” mentality and start behaving inappropriately thus becoming a liability to the nation. This, however, depends on whether their bosses allow them to have this mentality.

    This is a bull**** ministry. 31 ministries for 7m people with 5m abroad. Still the is no ministry for the Diaspora(eg Diaspora investment, or diaspora confidence ministry) . 31 ministers, 31 deputy ministers, 31 secretaries, 31 deputy secretaries, 31 treasurers and their deputies. Surely everybody who has been in politics whether on the bad or good side will get a position, a 4×4 and a gvt all expenses paid house. I hope Tsvangirai will not regret this!

    Hugo you have nailed it. Now we dont need all those useless ministries… some of them can be run as departments within ministeries at a much lower cost. This 31 number does not help at all, our situation is critical we need to get things right frrom the start. We dnt have time for trial and error.

    While the general publics may applaud Morgan Tsvangirai for signing the ” Peace Accord ” for the sake of peace, tranquility and harmony, it made sense then. Seeing how Mugabe is responding now it does not make sense to continue remaining in talks where he and us are being marginalised and treated as inferior partners. It does not make sense to remain in that alliance for a minute longer. Pulling out is the best thing to do. In fact pulling out now would expose Mugabe for what he is; a greedy old perpetual-power hungry dictator.

    Tsvangirai must always remember he has a lot of adavantages behind him, and Mugabe knows that. Let us not hurry to go into office now. These offices will always be there for us to occupy.

    I hope this will work if not we have to with the the struggle to liberate our country from this frail dictator, who only thinks of the minister of Defence Chatunga Mugabe. To Tvsangirai we are behind you as long as you don`t fall pray to Mugabe he has a bag full of tricks. He makes sure all those who oppose him disappear or lock them up in filth jails to die of hunger and chorela. Wake up Zimbabweans Mugabe must go.
