Mugabe wants power to fire Prime Minister

The Delicate talks between the MDC and ZANU PF could collapse as negotiations on roles and the distribution of power in the all-inclusive government are failing to yield an agreement.

ZANU PF is reportedly shifting goalposts and Mugabe has demanded on top of the privilege to appoint the cabinet, powers to fire the Prime Minister,dismiss a cabinet member and chair meetings.

In an earlier agreement the Prime Minister is answerable to parliament and could only be dismissed through a vote of no confidence which needs the support of a two thirds majority.

A notable development is an agreement that the parties will share the appointment of the governors of the country’s 10 provinces, which include metropolitan Harare and Bulawayo based on March’s parliamentary elections.

Another agreement is that there shall be no by-elections until 2009, MPs and Senators who cross parties,step down or die will be replaced by the party controlling the seat without an election.

The MDC also wants the Central Intelligence Organisation to be reformed before they take office in an all-inclusive government arguing that its structure and operations as they are now will seriously impede the smooth day to day business of the government.

Another bone of contention regards the number of cabinet posts. The MDC wants to limit these to 26, but ZANU-PF is demanding 38.

Strong disagreements also emerged on the composition of the security detail for the Prime Minister and non ZANU PF ministers.

The MDC is arguing that its existing security personnel should be official and given weapons by Zimbabwe Defence Industries(ZDI) instead of security provided by the Zimbabwe National Army’s Presidential Guard brigade.

ZANU PF is rubbishing MDC concerns and labelling them as “Minor concerns” , “Premature” “arming civilians” and was adamant that the MDC should not be concerned.

The MDC insists the issue is equally important and is arguing that the army unit is highly politicised to offer genuine close security to the MDC leadership.

The army’s Presidential Guard provides close security to the president, his deputies and all Ministers, it comprises bomb-sniffing dogs through event venues, sweeping all equipment,round the clock residence guarding and flanking. The security is usually composed of 45-50 men armed with AK rifles and other assortment of weapons.

Yesterday Constantine Chiwenga the Zimbabwe Defence Force Commander made a stop at the Rainbow hotel.

  1. MDC will only have itself to blame for reducing itself to sharing a platform with ZANU-PF whose intentions are clearly written on the wall. Bob is a smart crooked tyranny whose main aim is to reduce MDC to the ashes and re-emerge as a world statesman. That is the ploy- to use the talks and to try and lobby for economical survival of Zimbambwe. For me, Bob’s nest is not at the talks but at the ICC where his colleague, the Serb fugitive, is waiting for his company.

Please can MDC and ZANU PF stop wasting time talking about things that will make us cause a civil war bottom line is that we need a change and by so saying we are not talking about Mugabe, Tsvangirai or the political parties wanting power, we want change of poverty being known as a story that once happened at some point once upon a time.

    So can we please have these talks over and done with because Thabo Mbeki is just a puppet to Mugabe and Tsvangirai is a puppet to the nation of Zimbabwe meaning he could be a good leader that does the will of the people.
    Arthur Mutambara please stop wasting time for one point in time you are with the ruling party and then next minute you are against, we have had enough of your non sense.

    Tsvangirai this one is to you please please teach this teacher Mugabe that one plus one is two in the centre is just a symbol that shows what action the numbers should take, teachers are always a problem in their understanding.

    to the people of Zimbabwe we should stand up right together for this Zanu PF powerfull ministers and Army who evers are crying for Amnesty but what protection do you have in your own country for there are there to infringe your rights. In Actual fact did you know that Zimbabwe is the only country that does not have freedom of speech unless if you are in the Ballot box then again they want to teach you how to cast a vote

  5. It is a known and undisputable fact that Morgan Tsvangirai won the March presidential elections and MDC also has a parliamentary majority. It is such a shame that there is no mechanism to compel losing parties in the UN system to ensure such parties hand over power. What Zanu PF is doing is selfish. If Smith, Peter Walls and company had refused to respect the wishes of the Zimbabwean people they could not have ruled the country. The claim that they won through the barrel of the gun is a fallacy. The war was waged but we did not win the war outright. It was a combination of sanctions and beakdown of law and order that forced Smith to negotiate a transtion. In the same spirit Zanu Pf should have the same conscience and acknowledge defeat. Tsvangirai is quite a reasonable man, even having won the elections outright,( I say outright because Zanu PF reduced his margin to enable a run-off the knew they would make it imposible for MDC to particiapte) he is prepared to make concessions. You shouldn’t fool us we know you much better now. To Morgan I say never be intimidated into a compromise that is against the wishes of the people and against your consience. Mugabe wants to appear reasonable now to cheat you into his surbodinate and ditch you at an opportune moment when pressure has subsided on him. I think you know this better. Mugabe has had his 28 years to ruin the country, kill, torture and maim people. He should not be rewarded for damage. Instead of being arragant and making unreasonable demands he should be apologising to the people he has sinned so much against. If he is granted amnesty Zimbabweans will only do this with a heavy heart. I want to be wary and warn Zanu Pf that Zimbabwe does not belong to you simply because you were in the forefront of the war. We also fought this war, do not take us for granted. Enough is enough, the day of recogning may not be far and you shall pay for your sins.

Lets make one thing clear-no one won the march presidential election with the required clear majority according to our zim laws- morgan pulled out of the run off in june which was against the laws of our country-this is why we are in this mess today. as such mugabe has avery reason to claim the presidency because og the june election-in march there was clearly no outright winner.so people should stop this nonsense about morgan winning the march election. there was no outright winner and so a run off was the next step. he pulled out fully aware of the consequences of his actions. the level of stupidity within mdc is shocking-this includes the advisors too. look at the turn out at the heroes day celebrations to see that zimbabwe will always be zanu pf- a party that represents zimbabweans and black empowerment and progress.zanu pf still has a huge following-like it or not.

    in most countries around the world differences are set aside when it comes to commemorating their heroes-the gallant soldiers who sacrificed themselves for others-this is a day that requires every citizen to bow down and pay their respects -but not according to morgan tsvangirai-he has clearly demostrated his stupidity yet again and its not the first time. he has over the years direspected the heroes of our nation-the problem could be that he is embarassed because he chose to work as a gold panner in the mines instead of joining the others in the fight against the oppressors-it could be a psycological battle in his mind-the shamefulness of his cowardness in choosing to hide in the mines. but never mind there were other sell outs like muzorewa who now live freely in zimbabwe also claiming land etc.

    Now the real issues-why this fuss over the presidentail powers-mugabe won in june and so that the end of that. These current talks are only for a temporary gvt followed by the so called free and fair elections -so why is morgan so desperate for the presidency now? surely the mdc can settle in now and win the presidency in a fair election as they claim.why be given the presidency on a platter? Morgan does not care about the issues on the ground , all he has ever wanted was to be called president. this is the problem we are faced with. we zimbabweans need a breather even if its just for a year-then we can have elections and may the best man win then.morgan is listening to his masters because all they want are the farms back-but this will not happen with mugabe as president-we zanoids would rather the talks fail than give in to puppets who will take our land back that they stole in the first place.

    lets now seize this moment so we can all have a breather-regroup and have another election-the mother of all elections…winner takes all. the mdc was never going to negotiate in good faith-they are listening to people who are telling them that zanu pf is dead or will not be functional in the next couple of months because of the bad economy-we know that is why the bastards imposed more sanctions-but we will prevail because or our will to win…and empower our people.

  10. The problem is not with the negotiating parties but the mediator. Thabo Mbeki is not interested in doing the right thing which is respecting the will and wish of the Zimbabwe people but rather is more concerned with preserving Mugabe and ensuring that his quiet diplomacy is vindicated. So if he negotiates a deal that is detrimental to Zim’s future, he does not give a damn as long as he has a deal to show to the SADC meeting this weekend. If he had done the right thing from the start, that is condemn Zanu for the use of violence and had managed Mugabe’s exit from power since he lost the election, he would have solved the problem long back. Now he is staying up to 2am trying to blackmail Morgan to accept a half backed agreement in which Zanu retains all the power and yet wants the MDC to sort out the economy without making the structural changes needed to make it work. This is bound to fail as what happened to the Zanu/Zapu agreement. There will be no resolution of this problem without Mugabe’s exit. Everyone knows this except Mugabe and his military junta.

These talks will never yield anything for Zimbabwe.Only a free and fair election will determine the will of the people.If the AU and Sadc had the guts ,they could have set transitional government,hearded by an appointee ,not from Zim for 6 months,then hold an election.Just like the situation we had in 1979.

  13. This is the greatest disapointment in Africa , that even monority has power than majority.
    I,m realy seen no sense to have prestigeus and money making organizations like UN,
    THE AFRICAN UNION and SADAC. The idea is not to give Mugabe chance to decide on
    what should be done. WHY? because it is asimple question which can’t fail any one.
    Let’s remind what hapened in Kenya, you will be wrong to appreciate it , because democracy was not given chance WHY? another easy question.
    I Feel pity to those surporting Mbeki in the negotiation because they are the type of Mugabe and Kibaki. Last, we should also train to train democratic soldiers atleast those
    who can meaningfully interpreat what democracy requires and simple defination of it.
