Minister Sipepa calls for De-Centralisation of Power

sipepaThe Minister of Water Resources and Development, Samuel Sipepa Nkomo has called for de-centralisation of power and said in the constitution making process his party (MDC- T) would advocate for the de-centralisation of power, to the country`s five regions, namely Masvingo, Matabeleland, Mashonaland, Midlands and Manicaland.

“This is our stance, we want each region to have its own parliament. We want the regions to rule themselves according to their culture. Here, we cry that we are marginalised; the time is now to talk about regional governments. If there is a budget, there should be a budget for Matabeleland, Mashonaland and so on. Isn’t that fair? We want our grievances to be addressed to Bulawayo as the regional capital of Matabeleland than travel to Harare,” he said while addressing residents in his Lobengula constituency.

Sipepa belongs to the mainstream Movement for Democratic Change led by Prime Minister Morgan Tsvangirai,he said the set up should be modelled along the lines of the South African type of governance where each province has its own parliament and a premier.

“As the national Minister of Water Resources and Development I should be working with a regional minister of the same portfolio. An example is not far away its here in South Africa. They have prime minister, ministers and regional parliaments,” he said.

Also present at the meeting was Mabutweni Senator Gladys Dube, House of Assembly Member for Nketa, Seiso Moyo, who will soon take over as Bulawayo Metropolitan province’s governor.

    South Africa is a big country compared to Zimbabwe, all countries with federal governments are big and it only makes sense that USA with around 50 states choose federal system, Nigeria with 100 million people, but for a small country like Zimbabwe we cant afford that kind of thing, what we need is a transparent government, a government with respect for every citizen of our great nation, a government with respect for every region of the country, and a government with respect for human rights. For your proposal Mr Hon Minister I think its an uninformed proposal based on tribal lines not national development.

    You are the tribalist yourself and very shortsighted indeed. What scares you when the national is devolved for more responsive governance. In any case Erija, this is the MDC-T’s official policy. Is it because it was said by Nkomo that you allege tribalism? It is not about size Erija, its about the intricacies of our ethnic make up and the historical realities. I agree with you that we need respect for human rights etc. It is not a proposal by the MInister, it is an MDC policy. Period. If you have anything to contribute go to the MDC Congress that shapes policy.

    The country must be subdivided you are right Sam. We are tired of poor decisions from some buggers in Harare passports for Mashonaland people must be processed in Mashonaland. Resources for Midlands must benefit Midlands people who are going to invest back to that community. We are tired of exploitation like what British and Americans are doing taking resources and moving them to their countries.

    Joe am fine with what you said but MDC policies are just childish and useless. Dont listen to those policies MDc is just like ZANU PF thats why I like Dabengwa and ZAPU, no one from ZAPU has been involved in corrupt activities, and am sure if ZAPU becomes national, Zimbabwe will move forward, look at MDC MPs fighting for cars etc. Joe I am not a bootlicker myself i call a spade a spade full stop am not tribalistic but Nkomo as a national leader is not suppose to say things which sounds tribalistic like marginalized etc marginalization and corruption are two different things, in Zimbabwe we have corruption not regionalization. We cant afford federal government we must live together in harmony nothing else we need Joshua Kkomo type of people not Sipepa

    Elijah you are utterly wrong with respect to marginalization and corruption. In Zimbabwe there is both marginalization and corruption. Marginalization is the biggest problem for people in provinces other than Harare. The western provinces and to be more specific Matabeleland have been marginalize for far too long and its evident to everybody who knows what marginalization is or means. Enough is enough, we need devolution of power and governance, its coming and I do not see Zanu or MDC stopping it. It has always been the cry for the people of Matrabeleland, to you its just unfortunate that Nkomo is the one who said it, but someone had to say it. If Chematama was the one to say it then to late or too slow.

    Its high time we Zombabweans embrace the right attitude towards the emancipation from slavery, betrayal, ridicule, poverty of thought and the stomach. With such a noble idea l dont undertsnad why would people not second it. Its called decentralisation of decision making, whereby the people who are well vessed with whats going on in the areas are empowered to make quickly rather than the red tape that we have experienced ocver the last 3 decades if not more. Lets stop the nonsense about tribalism infact we should be praying for its demise in our blood as we are all descendants of a tribalistic background which dreeps the blood of social injustices just because of the language. I have always thought that tribalism ddint exist but now it is very salient as l have been the victim of this thing that we try to pretend like it does not exist. We Zimbabwena are still mentally and socially segregated along tribal lines and since thats the fact then just divide the country into many governements so that some minority groups will not be abused by the majority or the majority will not give too much to the demands of the minority. As divided as we are l dont see any chance of a united Zimbabwe unless there is physical division – demarcation. Chickens are coming home to roast

    Lets move on with the devolvement and stop the nonsense about tribalism because that one cannot be forced out of people’s minds bcause it is in the blood. We should put forward better reasons against this iidea and not waffling out of our empty brains which contain vendetta and self interets at the expense of people’s welfare.     We might discuss this issue but to tell you the truth guys this thing will never happen in Zimbabwe due to historical backgrounds, our country needs healing and apologies, it needs unity not divisions as proposed by Nkomo Sipepa, I wonder what kind of people are we if we fail to manage a small landlocked country of 11 million people. Mismanagement of resources doent mean some people are being marginalised even in mashonaland, manicaland etc people are living in poverty just like in matebeleland region, only few people are nejoying the fruits of Zimbabwe so we must unite against the few corrupt and make sure Zambezi water project materialise, more roads are built in Matabeleland, Manicaland etc, if we divide ourselves then the corrupt will prosper

    I also agree with the writer of this aticle Zimbabwe needs Premiers like what SA has. This will definately improve the lives of the people and they will know who to turn to if their region is underdeveloped. Now you can’t tell me that a person from Kezi in Matebeland must go to Harare to tell their problems, Noone will listen.The Indunas are useless they can’t even speak english so they can’t represent people Premiers will have badgets to work on and be accountable for them. Zimbabwe must indeed be divided.

    Guys this idea can only prosper if we all show some commitment and now by vilifying the minds behind. They way for better and most specific decisions in through decentralisation, with this idea Zimbabweans will get a fair representation at all levels. We are tired of applying to Harare every time we want to build a toilet, every time we want to slaughter a cow, everytime we want to process some documnets including driver’s licenses. Harare everything come on we deserve better than that.

    Sipepa is right. The size of the country does not matter, we want self governance of provinces. People in Mat have long advocated for this, and Harare has been suppressing it, now its time. Even people in Manicaland and Masvinga are suffering, wouldn’t it be better for them to determine the direction of their provinces based on what their people want? If Abel does not agree with this, then he must ship out to Harare and shut his mouth. Leave other people to do what they think is right for them. Self governance is the answer.
