Deadlock over Cabinet posts,CIO & amnesty delays deal

Failure to agree on how to divvy up cabinet posts delayed the signing of a deal between Robert Mugabe and Morgan Tsvangirai, a person close to the negotiations said Sunday evening.

On Sunday, the two sides continued to bicker over cabinet posts. ZANU-PF is adamant that the MDC should take over the ministries of finance and trade and the opposition is declining the offer. MDC also wants to take local government,foreign affairs but ZANU PF insists on holding on to those.

The MDC also wants the Central Intelligence Organisation to be reformed before they take office in an all-inclusive government arguing that its structure and operations as they are now will seriously impede the smooth day to day business of the government

Rainbow Towers, where talks were being held, was busy with security agents all over and the negotiators were locked behind doors until 10 pm. Only MDC secretary-general Tendai Biti,MDC-Harare East., emerged from the hotel briefly and told the waiting press,”You can go and pray, today is Sunday,” he said.

The MDC has already conceded on that the security ministries, Defence and State Security are left to ZANU PF after insistence by the Joint Operation Commands but they will be deputized by the MDC. However the MDC will take over home affairs and justice.

JOC members also wanted assurances that the MDC will not take away farms that were distributed by the government in the chaotic land reforms and the MDC had to release a statement affirming that it will not reverse the land grab.

An “MDC government would ask the international community and multilateral lenders to help compensate farmers whose farms were confiscated by Mugabe’s government since 2000″, the MDC said in an e-mailed statement on Friday.

Also stalling is the MDC`s rejecting ZANU PF `s bid to offer blanket amnesty to perpetrators of the violence that ravaged the country during the disputed Presidential run-off. ZANU PF wants the amnesty to cover those who committed murder but the MDC is adamant that the amnesty should cover all other cases excluding murder.

In a related development Metro has established from sources in the Mutambara led MDC faction which controls the crucial 10 seats in Parliament that the party’s secretary general Welshman Ncube will likely take up a single cabinet post offered to them in the government not the leader of the formation Arthur Mutambara.

The faction will have two posts in the inclusive government one in the cabinet and another deputising another key ministry and Bulilima MP Moses Mzila Ndlovu has already been earmarked for it.

There was a flurry of activity at the Rainbow towers where the MOU was signed two weeks ago as Mbeki met Tsvangirai and Mugabe separately.

Meetings were earlier held at state house and at the South African embassy with the expanded mediation team and the principals met Mbeki in the afternoon until this evening.

There are unconfirmed reports that invitations have already been sent out to diplomats and other guests who should attend the ceremony when the power-sharing deal is signed.

  2. Interesting how Zanu’s priorities are always the ‘chefs’ and never the Zimbabwean people. First priority - don’t take the farms they stole!! What about land reform for the Zimbabwean people? Not just those who have been the cause for Zimbabwe’s downfall. And why should the international community pay for these farms that will not even benefit the general population - after all according to Zanu-pf - the West is the worst evil. Why not ask the Chinese and Russia governments for compensation - they seem to think Zanu is wonderful - well let them bail them out! These evil murderous thieves should not be allowed to benefit from the destruction they are solely responsible for - why are we negotiating with them?

  4. I disagree totally, it’s an absolute traversity of justice that the victims of ZANU’s retribution don’t have anybody fighting for them. Trying to sweep this under the carpet it only going to delay problems that will no doubt surface later on. Those guilty of these henious crimes must be made to pay and then, only then can we move ahead as a nation.

Then tell me of how many are in graves, marked and unmarked and some whose bones are scattered everyowhere who saw the face of true eveil as they fell, the face of the Malawian Bob you father.   6. Home affairs was given to Nkomo before and he was later blamed for lawlessness. MDC will not be able to contol the police and come election time the army and the so called war verts will terrorize the electorate with the police saying our hands are tied. The minister of defence has no power over the chiwengas and this will be MDC’s down fall as they will not cry foul after signing this deal. Ko muri kudii ku bvunza vamwe.

You just dont want change, Why then dont you tell us what you want done.You still claim you did not fail what else do you think you can do better.Obviuosly there is no turning back as far as MDC is concerned.We need change for the better. You hold on to power but the country is sinking, All you do is blame MDC why dont you come up with good ideas and shame MDC then, if you think you are capable.Wake up my brother, there is no turning back. Now today is a very important day for the true zimbabwean people-not those whose minds have been corrupted by wiping white old ladies arssoles..today is a day of total liberation-the day to remember the gallant warriors who voluntarily gave their services to free us from the shackles of the racist evil rhodesians. we are a free people today because they gave sacrificed their lives to free us-so we could share in the resources of our country-have a share of the land which had been stolen without compensation and given to 5000 white wankers.meanwhile millions of blacks were landless-living in compounds-makomboni. if you guys think life is hard now its because mugabe gave you a good start and your expectations have risen.during rhodesia you were a second rate person in your own country-yes we have some problems today but these are nothing compared to those days.the only difference was food was available because of sanctions busting deals…sanctions did not really exist like the current regime change agenda sanctions.

  11. slogans do not put food on the table, or fix political situations.Its a way of burying your head in the sand and pretending there are no problems. wake up. This could be a caseof so near yet so far which will result in the suffering of a wider section of the Zimbabwean population when everything grinds to a halt. if no deal is reached, we will surely grind to a halt.

  13. its ZCTU then MDC; so its a breadwinner’s point fo view. We run companies, universities etc and why not the government. we have plenty of war vets, detainees etc in MDC besides a multitude of soldiers, police & the dreaded CIO you name it.ZANU is smelling pples’s bloody, hunger, fear & why if we are not at war. The point is they want to protect their ill-gotten wealthy, farms, properties, tractors from china you name it. Now there will be balances & checks here & there. in the previous unity accord only Mudhala wethu, dumiso, john knomo, sikan dhlovu etc but they were less than 10 in gov & could not make any meaningful contributions “swalloed”; with MDC its chinja in Parl & cabinet & if we share non constituent senators they will be in big **** besides the envisaged new constituition to guarantee the make up of govs to come.

    Its a great beginning of the struggle in the right direction. Of course good things don’t avail themselves unlike bad ones. How can i provide for my family with a daily limit of zd$500 a day not enough for transport only when boot loads of cash find their way the black market direct from the RBZ, when they get caught; instructions from ZANU PF chefs leave them free of wrong doing.
    Vanoti ZAnu Zanu, pasi ne MDC; kunze kwayedza wake up, there is no going back, we are now able to fight from within & rebuild & cherish our long gone country with honey & milk.
