President Robert Mugabe, and Prime Minister Morgan Tsvangirai, today shook hands perfunctorily after signing an agreement to share power that could be the prelude to western financial help for the country’s wrecked economy.

The two arch-rivals and the leader of a breakaway MDC faction, Arthur Mutambara, signed documents at the main Harare convention centre on an occasion marked by pomp and ceremony, although Mugabe and Tsvangirai for the most part were unsmiling.

The signing took place after short introductions by the king of Swaziland, Mswati III, and Thabo Mbeki, the South African president, who brokered the agreement. In a ceremony designed to show an African approach to solving an African crisis, leaders from across the continent gathered to see what could be the changing of the guard after Mugabe’s long reign.

Thousands of supporters of the two rivals massed in front of the convention centre to celebrate, waving posters, chanting slogans and singing songs.

The deal was the culmination of three months of difficult negotiations by Mbeki at the behest of the Southern African Development Community. Mbeki arrived today with his foreign affairs minister, Nkosazana Dlamini-Zuma, and Sydney Mufamadi, a cabinet minister who has led the negotiations.

“The South African government has noted that while this is cause for celebrations, we remain all too aware that this historic milestone constitutes but the end of the beginning,” South Africa’s government said yesterday.

The EU welcomed the breakthrough today, but its foreign policy chief, Javier Solana, said officials would probably wait until next month to consider lifting sanctions. The EU wants to see whether Mugabe really does cede power to the opposition.

Mbeki and Tsvangirai announced the deal on Thursday. They gave no details, saying the agreement would be made public today.

Under the broad outlines of the deal, Tsvangirai would become prime minister and would chair a council of ministers that supervised the cabinet. Mugabe’s Zanu-PF party would have 15 cabinet seats, Tsvangirai’s Movement for Democratic Change 13, and a splinter MDC faction three seats.

  3. Knowing Zanu Pf as I do I remain sceptical this deal will actually work. These were people who were used to abusing state institutions like the RBZ, police, ZBC etc and to say you can not do this anymore is a huge call for progressive people of MDC.

    On a positive note, Mugabe will not fool the people of Zimbabwe again however obstinate he is. Tribute to Morgan Tsvangirayi for remaining steadfast in this struggle. When the majority of us packed our bags and left the system you stood your ground together with other gallant sons and daughters of Zimbabwe. The struggle continues for a democratic Zim.

  19. What an occasion. From the spe****s I think MT has matured a lot. He spoke like a statesman and his speech was so precise and relevant. The young man is still to graduate from student politics. His speech was so populist and lacked any substance. He fits the puffed frog discription. The old man had a very hard time trying to match the PM speech. He was incoherent and very irrelevant. I doudbt if he understands what he has just signed. He is still rooted in history with no insight into the present. He seems to think that the MDC has joined his ruling party instead of realising that his opposition party has been given a lifeline. It was distressing to watch him trying to maintain a straight posture. Why cant he grab this moment to go into retirement. By far the best speech of the day was from Pres Jakaya Kikwete of Tanzania. This guy is a great speaker and wise diplomat. Next was PM Tswangirayi followed by King Mswati. The worst speech has to go to RG closely followed by Mutambara.

  33. The performance of Robert Mugabe during his address was to say the least dispointing. He is still sturbon and his words are not likely to woo any investors. Did anyone notice that he was not reading his prepared speech. There are two possible reasons for his dismal perfomance.
    1. He was taken by surprise by the PM designate’s very relavant words and had to come out with a way to match him.
    2. He was angry at the way the crowd was cheering Tswangirayi and booing him.
    Something very useful from his speech was his advice for the opposition to learn from Zanu PF’s experience. I am happy that he pointed out that one can still learn from another’s terrible mistakes. Zanu PF has certainly provided MDC with how not to govern and one hopes they will learn from that.

    Listening to the PM designate one sees a man ready to lead by example. He preached reconciliation and knows exactly what people need. If the old block does not disturb him, Mr Morgan Richard Tswangirayi will be more than ready to deliver more. I liked the poet’s message than more good is coming from Morgan. Morgan is more.

    On a more serious note why did the Zanu PF negotiating team not negotiate for another leader from Zanu PF to replace the tired old man? He cant even stand on his own. Do they want him to die soon and leave they rotten party learderless?

  34. when you look closely at the whole thing- you slowly begin to unravel the truth. Zanu pf is still in control. The departments that morgan has been given are not easy to manage. It means if the west hold back on aid he is surely ****ed.The significance of his role and the departments he has been given means he has to work tirelessly round the clock to get the sanctions removed since he supported them in the first place. I think that was clever. If he fails it means his masters have failed him. This is a dog eat dog world.The ball is in his hands.Zanu pf mean is still running important issues like making sure our country’s security is in good hands.Make no doubt this is a good arrangement with Mutambara balancing things whenn trouble looms. His votes will be crucial.

    Mugabe’s speach needs special assessment. Only educated to degree level will understand his method of communication. some are dismissing it as old stories but my friends those stories are a part of Africa. It was a very intelligent way to avoid focusing on this non event .He alwys does the unexpected. Did you expect him to go about congratulating the mdc etc? No chance. He reminded us that they are puppets who represent people who were invisible in the meeting. He even said welcome to those of you not present but nevertheless represented here today….by mdc? Hahahahahahaha—puppets.

    We need to project a positive image of zimbabwe now - it will be hard to undo the damage caused by the mdc.Their negative campaign to tarnish the image of zanu pf and zimbabwe has been a disaster to tourism.

    as i always there is nothing to celebrate until the sanctions are gone. That has been our problem for the past ten years or so.we all got what we wanted - a zanu pf president and a mdc assistant.To be president after the march shambles is a sign of character and determination. Im my book zanu pf has gained from this set up. We were dead and buried in march so this is a life line for us to regroup.

These funds must not get into the hands of zanu.They will just pocket everything as the thieving crooks have done before.It can only be left upto the trusted MDC and donor agencies to make sure that the funds are distributed to the correct people. Whilst Zims are prepared to give Tsvangirai the benefit of doubt, however, we expect him to deliver on his election promises. Zims demand food in the shops that is affordable not Food Aid as he is now promising. Zims want the sanctions removed not all this hog wash that he cant do that. Zims demand fuel at the pumps and above all Zims wants the currency stabilised , the economy to start moving, clean water and electricity flowing. Zims demand proper medication not donated medication that has long exceeded its sale by date and is clearly dangerous.Zims demand that foreign direct Aid is attracted not IMF and World Bank loans that only make the receipient country poorer and opens the door for exploitation.The majority of Zims also demand that the land reforms are not reversed to pre 2000 situation.
    If Tsvangirai cannot achieve this in his first 100 days in Office, then maybe he has just signed his political epitaph. What has Tsvangirai promised his backers in return for investing in the project called MDC? Zims are in for interesting times?     Please research the effect of the IMF and World Bank across the globe. They are not known for helping countries to get out of poverty but are very apt at pushing them further into poverty.
    Loans are always given with stipulations such as, importing food from the US – rice etc, allowing tax breaks (and sometime no tax at all) for companies from western countries and also the importing of US medicines. The US food will destroy the Zim food market as the mass produced, genetically modified food is much cheaper than local produce, the tax breaks/cuts will allow the US to use Zim as a port for the distribution of produce across Africa – without paying the Zim government! And US medicines bound for Africa are always highly dubious… to understand the character of these Americans please research the Syphilis experiments in Tuskegee (1950s) and the effect on Black people.

    As far as i am concerned the first step has been made -we are now united and that means as long as there is no regime change agendas -we can survive. As long as no one is hoading food and oather goods and services we will be ok. Things will not be back to normal straight away but if SADCC help fund agriculture like they promised , it will be a good start. I also believe its time we stopped relying on the west for funds. They are also struggling at the moment with banks and airlines -travel firms -governments etc all in crisis. Soon they will find foreign people a nuisance they can do without because they cant find jobs for the locals and that spells danger for zimbabweans in the diaspora. If they send you home and there is no development aid to go with that , then a vicious cycle is in the making. Angry diasporans who cant find work in zimbabwe ….too bad-recipe for disaster.too many hungry people will lead to civil war.

    Morgan cried out loud for sanctions -now its his turn to cry out again for them to be removed.If he fails to feed the people then his future is in danger. I trully believe if the west fail to fund morgans’s project then where does he go from there? Zanu pf has nothing to lose in this relationship.

    Maybe Morgan forgot one thing—-or did he? His masters made it clear that they wanted mugabe out.They wanted the so called will of the people to be respected. What was the will of the people by the way? That was morgan 47% and robert 45% a divided nation.In the over all march vote zanu pf got the most popular vote. That was the will of the people you fools. It means no one had a right to govern zimbabwe meaning a run off was necessary. We all know who pulled out of that one after promising the world that and i quote—”with blood dripping from our fingures , we will go out on the 27th of june to vote the old man out-no amount of violence will stop us from taking part in this election”

    I thought -well what a courageous man. Does he know Zanu pf well? Of course it was all just talk-three days before the election he was crying again. heeeeeeee there is too much violence, enough have been killed , i want to save lives, i want a nobel prize, this and that . iwe prime minister. Some said nothing other than morgan as president will do. wakomana.

    but for now this is the path we as zimbabweans like or not have taken. So lets all contribute towards making it work. You cann see all the media run by Rhodesians acting against this agreement.They are busy creating negative stories and spreading rumours.Rememeber Rhodesians are not just white-we also have black Rhodesians running the media. They want the west to maintain sanctions because nothing has come out in favour of land back to the rhodesians.Mugabe will never sign such a document…Land to the people . I think they feel let down by morgan.

I wish the mdc mps could learn a thing or two from these generals after their disgusting behaviour last month by booing the leader of the country.we all have to set aside our differnces at some point.Morgan did not want to work under Mugabe’s leadership but now he does.The generals did not want to salute a puppet but this is a deal agreed by zanu pf and mugabe has not been forced out of power by other forces so they can afford to salute the puppet or primeminister now. We can do it.We are still a respected bunch of people world wide besides our tarnished image due to a media onslaught against our country. Lets get together and show them what we are all about.this deal menas Zanu pf and mdc have to work as a team under the leadership of our life president R. G. Mugabe assisted by Morgan richard tsvangirai who is also assited by Mutambara.In terms of democracy this is actually a good set up because every issue is now discussed in parliament-nothing escapes scrutiny.Gentlemen and ladies this is as good as it gets for democracy in zimbabwe.

    There are some who dont want this to work but lets make sure they fail. Aid or no aid without peace we will fail. As long as we are free tourists will keep coming and we will take a while to get back on our feet even if they fail to remove the sanctions.we are rich in peace.prosperity starts with a peaceful enviroment.We have that now so lets get it on.Never mind the doom mongers - they only want things to continue the way they are so they can benefit from it.We want to rebuild zimbabwe with or without sanctions.Together we can do it!!!!!! So much has been said about watching mugabe in this deal- but i say Morgan has always wanted it all and that should not escape our senses.There is so much talk about watching Zanu pf this and that but i want to remind zanu pf to stay vigilant because we have agreed to work with our enemies for the good of zimbabwe. They will still habour the same a****ons they had before the unity agreement and will look for possible opportunities to exploit.
