Minister Sipepa calls for De-Centralisation of Power

sipepaThe Minister of Water Resources and Development, Samuel Sipepa Nkomo has called for de-centralisation of power and said in the constitution making process his party (MDC- T) would advocate for the de-centralisation of power, to the country`s five regions, namely Masvingo, Matabeleland, Mashonaland, Midlands and Manicaland.

“This is our stance, we want each region to have its own parliament. We want the regions to rule themselves according to their culture. Here, we cry that we are marginalised; the time is now to talk about regional governments. If there is a budget, there should be a budget for Matabeleland, Mashonaland and so on. Isn’t that fair? We want our grievances to be addressed to Bulawayo as the regional capital of Matabeleland than travel to Harare,” he said while addressing residents in his Lobengula constituency.

Sipepa belongs to the mainstream Movement for Democratic Change led by Prime Minister Morgan Tsvangirai,he said the set up should be modelled along the lines of the South African type of governance where each province has its own parliament and a premier.

“As the national Minister of Water Resources and Development I should be working with a regional minister of the same portfolio. An example is not far away its here in South Africa. They have prime minister, ministers and regional parliaments,” he said.

Also present at the meeting was Mabutweni Senator Gladys Dube, House of Assembly Member for Nketa, Seiso Moyo, who will soon take over as Bulawayo Metropolitan province’s governor.
