Job Description

We are looking for: A LOGISTIC COORDINATOR (M/F)

Country: ZIMBABWE – Harare

Responsibilities:

- Specification and forecast of the needed logistics means
- Implementation and standardization of the logistic procedures as defined in the kitlog V2
- Logistics input in the proposals
- Evaluation of the costs and feasibility for the supplies
- Draft of the procurement planning & logistics budget
- Liaison with the head quarter for all the logistics aspects
- To improve the general procurement pipeline for the mission
- To supervise & validate the IOF process managed by the logistics officers
- To supervise & validate the purchase & supply process according to the ACF and donors procurement rules
- To directly manage the procurement operations in cases of national & international calls for tender, in relation with the administrator, head of mission and related technical department
- To ensure the accurate and regular filing of all related documents
- To improve the vehicle park condition and capacity to answer to programs needs
- Responsible for the regular maintenance of all ACF vehicles through logistics officers, drivers & mechanics
- To ensure that the fuel consumption of all vehicles is accurately followed
- To ensure that all documents are available and updated with regard to administrative and insurance issues
- To follow the stocks & supply of fuel in order to avoid shortages & misuses
- Follow-up of the equipments on the mission
- Implementation of maintenance and repairs procedure especially for data processing and vehicles equipment
- In collaboration with logistics officers and technical coordinators the logistics coordinator will allocate the equipment according to the needs and the priority
- Elaboration of the vehicle and equipment financial plan in collaboration with administrator
- In charge of IT material smooth running and makes sure ACF IT procedures are respected
- Trains and gives support to logisticians in charge of IT management
- Supervision, training, support & technical evaluation of the base and capital logisticians
- Recruitment of logistics staff (in collaboration with administrator)
- Job description for logistics staff
- Staff evaluation (in collaboration with administrator)
-To complete the senior staff training particularly for staff management
- To assess the possibility of nationalizing expatriate position
- Forecast of the HR expatriates logistics needs
- Security Plan / Evacuation plan
- Control of the consistency and updates of the mission Security Plan (according to ACF kit log V2.0)
- Expatriates and nationals staff training on security
- Security equipment management notably satellite phones and radios
- Preparation of the proposal, pre-final & final donors reports (narrative, equipment & stocks)
- Representation of ACF for in-kind donations aspects to the donor agencies such as WFP, Unicef when delegation of the head of mission only.
- In charge of the reporting to these agencies and other donors about any relevant logistic aspect
- To establish good relationships with other partners / NGOs and to create a network of information sharing on logistics issues

Qualification and previous experience:

- Diploma in logistic
- Good experience in humanitarian context
- Excellent co-ordination skills
- Ability to develop good relationships with local authorities and others partners and NGOs
- English is compulsory

Initiative and problem solving skills:

- Working with all the different partners requires to be good at public relations, as well as mind-openness and diplomacy
- Ability to capitalise experience and available information in order to become quickly autonomous
- Ability to take initiative where appropriate to deal with difficulties encountered in daily work

Adaptability and flexibility:

- Ability to adapt or change priorities according to the changing situation within a mission or the organisation itself
- Ability to work within a fluid situation (changes within the team, location of programmes)
- Willingness to live and work within a team and respect the rules of collective living

Motivation and involvement:

- Motivation and commitment to humanitarian ideals
- Interest in involvement beyond the job i.e. active involvement in the ethos of the organisation itself
- Ability to integrate into the local environment including awareness of political and economic aspects of the country

Professionalism and Management
:

- Ability to conduct work in a professional and mature manner
- Ability to deal with relation with local authorities as a representative of Action contre la Faim
- Ability to manage local staff in a mature and impartial manner

Status: Fixed term work contract

Length of contract: 1 year

All expenses paid in the field: travel out/return, collective accommodation. We pay the costs of social security, complementary health and repatriation insurance
