Job Description
Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) seeks to prevent pediatric HIV infection and to eradicate pediatric AIDS through research, advocacy, and prevention and treatment programs. EGPAF has supported the national programme in Zimbabwe since 1999. Our work in Zimbabwe has been at the forefront of PMTCT and family care and treatment and support. Currently, The Foundation seeks to fill the position of Country Director (CD) for the Zimbabwe programme. The successful candidate will use their strong collaborative and leadership skills to build strong relationships internally as well as externally while implementing the Foundation?s strategic objectives with the goal of keeping families and communities healthy and strong.
Essential Duties and Responsibilities:
- Mange country program implementation in order to achieve the Foundation?s global mission and strategic plan. The CD will provide effective and efficient management and supervision of all direct reports and oversee the maintenance and functioning of a strong and effective team.
- Lead in the preparation of and implementation of the country programme strategic and operational plans appropriate and complimentary to the national context and Ministry of Health and Child Welfare development plans.
- Oversee country office and partners programming to ensure the effective and efficient delivery and implementation of the programme that advance the vision and mission in line with EGPAF and MOHCW standards for programme quality.
- Ensure that the programme is well resourced, the management and accounting of financial, human, and other resources in the country programme in line with EGPAF policies and donor requirements. Responsible for the annual planning and budgeting process as well as monitoring and reporting on progress.
- Oversee the management and development of staff capacity to ensure a professional, adaptable and productive workforce that promote EGPAF?s core values. The CD will ensure that the performance based appraisal system is mainstreamed in the programme.
- Develop and enhance sound relationships and communication between the country office and EGPAF US based offices, other EGPAF Africa country offices local and international stakeholders in PMTCT, care treatment and support.
- Ensure that the programme has a sound monitoring and evaluation system as well as all applicable reports are prepared in time for submission as required.
Essential Skills and Abilities:
As a senior representative of the organization in the country the CD should have the capacity for problem solving at various levels:
- S/he must have the ability to analyse situations and provide relevant country office position and guidance to staff, the partnership, DC office and other stakeholders.
- S/he should have good interpersonal skills and communicate as necessary with staff, partners, the government, donors and other stakeholders.
- Strong understanding of the international development context and experience in the international development sector (NGO, direct bilateral, multilateral relationships) and with cross cultural teams.
- Knowledge of principles and practices governing USAID, CDC, and/or other US Federal grant programs.
- Demonstrated experience in managing staff, including recruitment, staff development, training, mentoring, and performance assessment.
- Ability to manage multiple priorities and projects while working as part of a team
- Energetic, independent, self motivated with a solutions based outlook.
Required Qualifications
- BA degree and post graduate qualification in Development and Management
- Masters degree in related field
- 10 or more years in senior management position in multisectoral development, HIV and AIDS arena and/or humanitarian aid.
- At least five years experience in managing US government grants and/or cooperative agreements.
- Demonstrated financial management experience, including the preparation and management of budgets and contracts, and the management of banking activities and relationships.
