International Rescue Committee (IRC)

The International Rescue Committee (IRC) is one of the largest humanitarian agencies in the world, providing relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. IRC has worked for over seven decades and today is involved in over 25 conflict zones in the world. We address both the immediate, life saving needs of conflict affected people in an emergency and the reconstruction needs in post conflict societies.

IRC and Plan International have been working together on the cholera outbreak in Zimbabwe since December 2008, combining community relationship and knowledge with emergency and technical expertise to deliver emergency interventions. The strength of this proposal is based on the capacity of both organizations to respond quickly and appropriately to the urgent needs on the ground.

IRC is a global leader in emergency relief, rehabilitation, protection of human rights, post-conflict development, resettlement services and advocacy for those uprooted or affected by conflict and oppression. The IRC?s Emergency Response and Preparedness Unit, developed in 1995, has responded to a total of 100 humanitarian emergencies in 27 different countries including Afghanistan, Liberia, Iraq, Darfur, Chad, the Tsunami, Pakistan, CAR, North Kivu, Kenya and Georgia. The experience gained during these and other operations will benefit all programming described in the response to Zimbabwe, and allows for the utilization of lessons learned and best practice. IRC dispatched an emergency response team to Zimbabwe in late December 2008 / early January 2009 comprised of senior emergency management, and a technical specialist in health and program design, monitoring and evaluation.

Plan International has been working in Zimbabwe since 1986, making significant contributions in the areas of child protection, food security and poverty alleviation, primary health care, and childhood and youth development. Plan presently operates eight offices throughout the country.

Although IRC?s programs are geared towards emergency response, the overarching strategy also seeks to develop human capacity and strengthen community structures. This will help to make services more sustainable and lay the foundations for longer-term relief and development programming.

Responsibilities:

- Manage overall team in Zimbabwe including partner agreements, personnel, program advisors and operations staff.
- Coordinate with communities, local authorities and other humanitarian agencies in the area of operation.
- When indicated, develop and work with partner agencies or local communities to deliver interventions.
- Participate in strategic planning for operation as different scenarios and phases of recovery emerge; bring together and input into proposal development, budget development and grant opening meetings.
- Ensure integrated programming and the application of IRC?s Program Framework.
- Ensure compliance with national labor laws; assess and ensure safe operating and security environment for staff.
- Coordinate with logistics and finance staff to ensure compliance, adherence to budget, and the like.
- Evaluate and strengthen staff and partner capacity.
- Assist in the orientation of newly arrived national and international staff on the team.
- Provide regular feedback and communication to the Regional Director
- Strive to improve and maintain overall team cohesion and foster team-building relationships;
- Ensure that staff receive an appropriate level of logistical, technical, financial, managerial and administrative support to carry out their activities.

Requirements

- At least 5 years of management experience in humanitarian and development settings. Previous work with disadvantaged populations required. Previous experience in Africa and/or Zimbabwe a distinct advantage.
- Demonstrated ability to manage and coordinate a team of professionals in a crisis setting.
- Leadership and management skills in program and support functions.
- Excellent skills in both oral and written English.
- Ability to work autonomously and as part of a team.
- Knowledge of Microsoft Office applications.
