UNV is the United Nations programme that supports sustainable human development globally through the promotion of volunteerism and the mobilization of volunteers. It operates against a background of growing recognition that volunteerism brings benefits to both society at large and the individual volunteer; that it makes important contributions, economically as well as socially; and that it contributes to more cohesive societies by building trust and reciprocity among citizens. Universal and inclusive, UNV embraces all types of volunteer action while holding to the values of free will, commitment, engagement and solidarity, which are the foundations of volunteerism.

UNV engaged 7,521 UNV volunteers in 2007, on a total of 7,766 assignments. With an average of 39 years and the requisite professional skills and qualifications of some 5 to 10 years relevant experience, UNV volunteers served in 139 countries in 2007 and came themselves from 162. The majority ? 77 per cent ? come from developing countries themselves. One third of UNV volunteers served in their own countries, with the others carrying out international assignments. The financial equivalent of programme activities exceeds US$ 190 million annually. UNV is headquartered in Bonn, Germany and has approximately 150 staff positions ? the majority in Bonn with some dozen positions in different UN peacekeeping missions, and other Headquarters locations (e.g. New York and Tokyo).

Organizational setting:

UNV comprises several main organizational groupings: Programme Development and Operations Group (PDOG); Support Services Group (SSG); Partnerships, Communications Group (PCG), Special Operations (SO), plus a cluster of other Sections reporting to the Office of the Executive Coordinator: Evaluation, Management Support, and Research and Development.

The Africa Section is one of the geographical sections within the Programme Development and Operations Group, covering UNV’s programme countries within the above mentioned region and sub-regions, promoting sustainable human development through the promotion of volunteerism and mobilization of volunteers. The Section currently manages 45 countries in the above-mentioned regions.

The responsibility of the management of the study would be under Africa Section, UNV Programme in Bonn, Germany. They would be assisted by the UNV Headquarters Research and Development Unit, by UNV Zimbabwe and UNDP Zimbabwe. Permanent involvement of the main partners at country level will be ensured and maintained throughout the mission.

The consultancy mission will be aimed at establishing the feasibility of the creation of a national mechanism for the matching of offer and demand on volunteer assignments and a youth volunteer scheme in the field of environment and HIV and AIDS in Zimbabwe. These two elements would allow all citizens and specifically the youth to participate in their own development by using their knowledge and skills to respond to the needs of the country. Furthermore, and based on the results of the feasibility phase, the mission will aim at formulating a project around these two main components, to be financed by UNV and other partners to be identified during the mission. It is envisaged that the project will constitute the first steps of a volunteer infrastructure in Zimbabwe.

Deliverables:

* A brief document outlining the analysis of the regulatory and institutional framework on volunteering with a focus on existing gaps that could be filled through a project.
* A document including the main elements defining the feasibility of creating a national mechanism for matching of offer and demand of volunteer assignments and a youth volunteer scheme in the field of environment and/or HIV and AIDS. This should include the identification and the assessment of possible host organizations.
* A draft project document (following UNV?s format) to be presented to the SVF, for the establishment of a national mechanism and a youth volunteer scheme, based on UNV?s official format. The project document should at least contain the following sections:

a) Draft Results and Resources Framework, including project?s objectives, expected results and main activities, as well as human and financial resources and main indicators. The framework should appropriately reflect all main interventions and resources needed to address any existing gender disparity or any relevant gender related action, as well as the full integration of volunteerism in the services provided in the centres;
b) Draft management arrangements for project implementation;
c) Identification of potential partners to be involved (as operational partners and as financial partners) and suggested roles and responsibilities;
d) Main recommendations regarding financial (proposal on resource mobilisation strategy) and operational sustainability of the components, after the end of the programme.

* Experience in volunteerism policies and schemes; previous experience in developing a large scale volunteer management scheme, especially in the field of youth will be a great asset, particularly in Southern and Eastern African countries;
* Experience involving youth, preferably youth volunteering;
* Experience in multi stakeholders? coordination is essential;
* Sound judgment, excellent analytical skills, strong networking and interpersonal skills, ability to plan, organize and coordinate work and to cope with a demanding workload is expected.
* Excellent advocacy and communication skills.
* Familiarity with UNDP/UNV rules and procedures is an important asset.
* Computer literacy is expected
* Experience and expertise in gender analysis and gender mainstreaming would be an asset.

Qualifications:

* Advanced degree (Masters or equivalent) in social sciences, development studies, public administration, or related field or first university degree with a relevant combination of professional and academic qualifications;

Experience:

* Minimum of eight (8) years of experience in formulating project documents, and public policy development, preferably involving volunteers;

Language Requirements:

* Fluency in written and spoken English.

The contract shall be awarded to the consultant who is the most technically qualified and provides the best value for money. The bidder with the highest combined score (technical and financial), shall be awarded the contract. Only those who pass the 80% technical evaluation score will be considered. Interviews will be used to determine the technical competencies of the candidates. Excellent language and report writing skills are prerequisites for even being considered. Only consultants/companies with relevant experience in supplying similar services will be considered qualified.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. The equation for this calculation is as follows:

* p = points for the financial proposal being evaluated
* y = maximum number of points for the financial proposal
* ? = price of the lowest priced proposal
* z = price of the proposal being evaluated

The candidate obtaining the overall highest score after adding the technical score and the financial score will be awarded the contract.
