The Deal

There will be a 31 member Cabinet 15 ZANU PF, 13 MDC T and 3 MDC M. Deputy ministers ; MDC-T 8 ZANU PF 6, and MDC-M 1.

There will be two Vice Presidents , both of whom were to be nominated by ZANU PF and two Deputy Prime Ministers one from MDC T and one from MDC M.


Council of ministers

The proposed council of ministers would include two deputy prime ministers as well as the two vice presidents – currently Joseph Msika and Joyce Mujuru.

The council of ministers would debate and formulate government policy and oversee implementation-the principal organ of government.Mugabe would remain chairman of the cabinet, which would review the council’s work – a largely consultative body, he will have no veto powers on the Council.

National Security Council
Morgan Tsvangirai will chair the national Security Council which has representatives from the army, police and intelligence services.
GNU Term
The government will remain in power for a maximum five years.
Appointments
– MDC-T will appoint two non-constituency Senators while MDC-M appoints one(ZANU PF has appointed five already). Non-constituency Senators will have voting powers.
-There will be three non-constituency MPs, one for each party. These will not have voting powers.
Security of persons
The Central Intelligence Organisation will be disbanded completely and personnel will join the police force as a special branch and will come under the Ministry of Home Affairs to be controlled by the MDC,it formerly fell under state security.

The cabinet will consist of the following ministries

    At least Chematama will chair the securty council. No more orders for trained, battle hardened soldiers to declare war on innocent civilians, old women and children demonstrating for their rights to a square meal. Police will police and the army will protect, the CIO will strategise and protect our secrets and our nationhood not the interest of a perverted few. Thats hope.

What is critical is not necessarily the total annihilation of ZanuPF but the return of Peace, Rule of Law, Action on Corruption, Professional Armed Forces,Disemblement of the War (Terror) Vets and Militias,Conducive enviroment for Business etc. Democratic rule and institutions.     I assume you have seen or heard about the leaked deal but your figures don’t add up. You have 32 ministers instead of 31. Did anyone notice the significance of Tswangirayi as head of government. Remember on 29 Aug he instructed Goche to write a letter unbanning food distribution and on 30 Aug Goche issued a note unbanning the same organization. It would seem Mugabe was not in charge of government with ministers doing as they pleased. Remember he has labelled his last cabinet as the worst. The country has had no leader for the past 6 years understandably because we voted out that Baboon in 2002 and he imposed himself. These ministers new this and used it to their advantage and the detriment of the country. We should all welcome the coming in of the popularly elected head of government. I just hope the old ape will resign within a year and parliamentarians would then vote for MT as head of state and government.

    My way of thinking is that the majority of Zimbabweans have been shorthanged in this deal. MDC yatengesa. Just on Sunday Tsvangirai said he will not sign a bad deal but I now pose a few questions:-
    1. How come the MDC has fewer ministries if it won the election?

    2. Why did the MDC agree to Mugabe to remain as head of state if he lost?

    3. Why is there a deafening silence on the perpetrators of violence and their fate? Families of victims deserve JUSTICE!!!

    4. Is there a need for so many ministries? What happened to the 15 we agreed on at Congress in 2006? Why do we need deputies and Governors?

    5. What will happen to all those ZANU(PF) idiots who enriched themselves at the expense of
    starving millions of our people?

    Etc, etc I can go on and on and I feel something somewhere is not right! MARK MY WORDS!!!!

    This is not so bad people, elimination of CIO is a big deal. NSC and police under Morgan is a big deal. The only problem I see is that now Scarface will be unemployed.

    Let the new Zimbabwe become an industrial powerhouse. Let the new Zimbabwe have education and health facilities for all. Let the new Zimbabwe support the entrepreneur, the scientist, and the engineer.

    It’s too bad we have Zanu PF morons in the cabinet. They can do no good by sitting there, they will only cause trouble .. it’s going to be up to the citizens of Zimbabwe to see to it they stay in their place and not meddle with what is good for the country.

    Next election we’ll be singing bye bye Zanu PF. Good riddance.
