OBJECTIVES OF THE PROGRAMME :
To provide expertise and high-quality immunization services to all communities of the Member States of the east and south bloc of the African region, in order to prevent morbidity, mortality and disability from diseases which are preventable through the optimum use of currently available vaccines and vaccines that become available periodically.
Description of duties:
Under the technical guidance and direction of the Regional Coordinator, the incumbent provides technical expertise to the sub-regional programme in the area of Financial Sustainability. The incumbent will serve as focal point for all activities related to financial sustainability in the eastern and southern inter-country teams. He oe She will:

1. Provide technical expertise to countries which require revision of their comprehensive multi-year plans (MYP) for resubmission to the GAVI Secretariat, in accordance with the Independent Review Committee recommendations and WHO pre-review reports;
2. Support countries in implementing their comprehensive multi-year plans to develop action plans and baseline indicators for monitoring progress towards financial sustainability;
3. Provide expert advice to countries for the development of their cMYP;
4. Provide and coordinate required technical assistance and support to countries regarding immunization financing;
5. Participate in the pre-review of cMYP for countries;
6. Assist SRWG capacity building efforts to identify and/or develop national and sub-regional human and institutional capacities in the area of immunization economics and financial sustainability;
7. Participate in meetings as required by the SRWG;
8. Ensure work on immunization economics in the region as published in reputable international journals;
9. Compile an overview of the annual financial sustainability reports of AFR countries for feedback to SRWGs and national ICCs;
10. Participate in regular teleconference calls with the Inter-Country Team, HQ, the SRWG for east and south Africa;
11. Other duties, as may be requested by WHO and the Government.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in economics and a post graduate degree in public health.
Desirable: Training in public health would be an asset.
Skills:
Proven experience to interact with multi-disciplinary and multi-national teams. Ability to communicate clearly and concisely, orally and in writing. Ability to establish effective working relationships with people of different nationalities and cultural background. Extensive negotiation and facilitation skills.
Experience:
Essential: At least seven years experience in Planning, Monitoring and Evaluation of financial sustainability planning at national and international levels.

Desirable: Good working experience with WHO would be an asset. Experience working with ministries of health would be an added advantage
Languages:
English with working knowledge of French. Knowledge of Portuguese would be an asset.
Annual salary: (Net of tax)
USD 63,052 at single rate
USD 67,709 with primary dependants Post Adjustment: 37.1 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
