Expert in Water Sanitation and Hygiene to lead a joint Evaluation of ACF and Welthungerhilfe Programs in Zimbabwe
An emergency response to humanitarian WASH-related emergencies in Zimbabwe?

1. Background

Vulnerability to and likelihood of emergencies in Zimbabwe has sharply increased in 2007. As reported in the 2008 CAP, a series of diarrhoea outbreaks hit Zimbabwe, with a total of 5,047 reported cases and 67 deaths. Bulawayo also recorded a diarrhoea outbreak in September, with the weekly number of cases peaking at 431 mid-September. In most cases across the country, the acute disease outbreaks were linked to inadequate access to safe water and sanitation and poor hygiene practices.
A few outbreaks of cholera were also reported in 2007 and a few were witnessed early 2008. By September 2007, the country had reported 63 cases of cholera and three deaths (Case fatality rate [CFR] ? 5%) in Harare City and five rural districts, compared to 1,012 cases and 12 deaths (CFR ? 1% ) in 2006. Despite the apparent reduction in cholera cases, ACF, German Agro Action and other humanitarian actors remain extremely concerned about the risk of new outbreaks of the disease, which could become endemic in the sub-region, or in lake Kariba for instance. MOH figures for 2008 already showed a significant increase and seem to be confirming the concern over an increasing vulnerability.
Humanitarian actors responded to the outbreaks by way of drugs and supplies, as well as technical expertise. Responses are however, as witnessed in Kadoma last year and on the recent cholera outbreaks, mostly late, poorly communicated and coordinated.
ACF and Welthungerhilfe are funded by ECHO to support and respond in a timely manner to water, sanitation and hygiene-related humanitarian emergencies. The strategic objectives of the program are:

i. Strengthen the capacity to identify emergencies and efficiently trigger an alert at district and national level;

ii. Have an immediate response to the emergencies, including material and human resources for the provision of an emergency response, for 20,000 direct beneficiaries in urban or rural areas.

ACF is leading in the provinces where it currently operates (Manicaland, Midlands South, Masvingo and Matabeleland South) and GAA in Mashonaland West, Central, East, Midlands North, Masvingo and Matabeleland North.

The action focuses on the provision of safe treated water, emergency sanitation facilities and hygiene. While the primary responsibility for providing humanitarian assistance rests with the Government of Zimbabwe, ACF/ Welthungerhilfe engaged in training local authorities/stakeholders to facilitate a sustainable participation and use of the equipment.
2. Project Objectives

General Objective

Contribute to reducing morbidity/mortality rates in urban, peri-urban or rural areas due to outbreaks, natural disasters or populations? displacements.

Specific Objective

To provide emergency access to treated water, basic sanitation and hygiene in areas with very critical situation regarding water supply, sanitation and hygiene or highest number of cases of WASH related diseases, to 20 000 people living in Manicaland, Masvingo, Midlands and Matabeleland Provinces

Expected Outcomes and Activities

1. 20,000 people in affected area have access to treated water.
2. Sewer blockages in affected area are reduced by 50%.
3. 4,000 people in affected area have access to emergency latrines
4. 4,000 households are receiving hygiene kits.
5. Departments of water, sanitation and health?s staff in affected area is trained on topics such as hygiene promotion, emergency water management, emergency sanitation and planning during the emergency phase
6. A reliable information system is installed including UNICEF as lead agency, MoHCW, NCU, the local administration and selected NGOs on district level

3. Aim of the Evaluation

Overall objective

The overall objective of the evaluation draw lessons learnt from ACF / Welthungerhilfe joint programs, in order to improve emergency responses to humanitarian WASH-related emergencies in Zimbabwe.

Specific objectives

1. To assess the performance of ECHO funded ACF and Welthungerhilfe interventions in 2008 in the field of emergency water, hygiene and sanitation, according to the Development Assistance Committee (DAC) evaluation criteria.
2. The evaluation will also assess whether the cooperation between ACF and WELTHUNGERHILFE but also with other actors has been effective.
3. The evaluation report should contain conclusions and recommendations at operational and strategic level to improve future ACF/ Welthungerhilfe similar operations.
4. A specific attention shall be given to the collaboration and coordination with other humanitarian agencies such as MSF, OXFAM, UNICEF (WES cluster being put in pace at time of writing these ToRs) and national institutions such as the NCU, town councils, MoH, DDF, etc? The evaluation is expected to produce recommendation made to improve early warning information systems in Zimbabwe.
Evaluation Criteria

All the below mentioned criteria will be assessed, specific issues under each criteria will be mentioned in the final terms of references for the evaluation.

4. Work Plan and Timetable

The evaluation shall start in January 2009 and should last for 5 weeks (final timetable to be discussed with the selected consultant)

5. Evaluator Profile

- Degree in Water & Sanitation Management or related issues
- Minimum 10 years of experience in relief & development Water Sanitation and Hygiene project design, management and evaluation
- Excellent knowledge of WASH Urban and sub-urban issues in Zimbabwe
- Excellent knowledge of the Zimbabwean institutional context
- Excellent record of independent evaluations of WASH programming
- Excellent skills in data collection techniques, analysis and reporting
- Excellent interpersonal skills
- Fluent English (spoken and written)

6. Conditions

- Payment will be done on the basis of the above mentioned time-table, daily fees shall be negotiated. 40% of the fees will be paid after reception of the draft report, 60% will be paid after validation of the final report by ACF-UK.
- Travel, accommodation (hotel for HQ briefing, and Guest house for in-country nights), food, will be provided at ACF guesthouses at field level.
- The application of the visa is the responsibility of the consultant; however these costs will be reimbursed in full upon receipt of the expenses.
- Evaluation costs (in country transport, evaluation team, translator?.) will be covered by ACF.
- Insurance costs will not be covered, and the evaluator shall manage its own insurance, and provide the details of this cover to ACF-UK before departure.
