Job Description

ADMINISTRATIVE COORDINATOR
Based 60% in the field, 40% Harare

The humanitarian situation in Zimbabwe remains complex and highly linked with political considerations. The crisis is characterised by the simultaneous presence of chronic vulnerabilities and acute humanitarian needs, brought into a sharp focus by an ongoing economic recession, resulting from political rivalries, both at international and national levels. The more chronic issues affecting vulnerable populations include inadequate access to basic social services (25% more people do not have access to clean water), people with severe disabilities (230 000 persons), individuals born in Zimbabwe with disputed citizenship (2 million), and refugees (3 200 people). The most acute humanitarian needs include those of the populations affected by food insecurity (1, 4 million people in rural areas), as well as victims of the land reform (160 000 households), of Operation Murambatsvina (700 000 persons), and people living with HIV/AIDS (1, 8 million, with a HIV/AIDS prevalence rate of 20,1%).

Owing to the combined impact of drought, acute foreign-exchange shortages, and the deliberate destruction of a large number of informal-sector businesses in urban areas (Murambatsvina, 05-06/2005), Zimbabwe?s economic decline is estimated to have accelerated again in 2006 (real GDP is estimated to have contracted by 7.7%). Given the limited prospect of economic reform in the next two years, hyperinflation (1 600% in March 2007) and ongoing shortages of foreign exchange, there is unlikely to be any quick turnaround.

The team is composed by 5 expatriates people (1 Medical Coordinator, 1 Logistics coordinator, 1 administrative coordinator, 1 field coordinator, 1 country director – Harare) , 47 national Employees including 5 under direct supervision.

The Administrative Coordinator is in charge of the management of administrative and financial support related to MDM programmes in Zimbabwe.

His responsibilities are:

- To define, propose and implement an appropriate administrative, financial framework for MDM operations in Zimbabwe
- To ensure proper use of the resources allocated to the programme and follow-up expenses and budgets in collaboration with the medical coordinator
- To ensure that all administrative/financial/logistic decisions and procedures comply with MDM France terms and regulations, the national legal framework and partnership/funding agreements signed with local authorities and donors.

Profile:

- Two years of humanitarian experience in a similar position
- Graduated in business, administration, Finance or Human Resources
- Management, training and capacity building experience
- Experience with multi donors management an advantage
- Ability to live and work in a team
- Capacity to adapt to a politically tense context
- Previous experience in Southern Africa is an advantage
- Ability to communicate verbally and in written in English and French.
- Ability to work in a multicultural setting and as part of a team
- Autonomy, Diplomacy, communication skills and capacity to mitigate conflict
