A simple comparison between the size of the Obama Administration cabinet and Zimbabwe’s cabinet. Obama Cabinet includes the Vice President and the heads of 15 executive departments — the Secretaries of Agriculture, Commerce, Defense, Education, Energy, Health and Human Services, Homeland Security, Housing and Urban Development, Interior, Labor, State, Transportation, Treasury, and Veterans Affairs, as well as the Attorney General.

Zimbabwe’s Cabinet

Zimbabwe’s Cabinet as per tradition is huge and one economist estimated it will cost $2 million a month in salaries and allowances, a figure enough to feed about half of Zimbabwe’s starving population.

The country’s joint transitional government between the MDC and ZANU PF has 31 ministers and 15 deputies.

    Now may we have the mathematics of salaries that these people get per unit time (month/annum). A further interesting dimension of analysis and comparison is one along the lines of qualifications and experience. Of course, US cannot be compared to Zimbabwe in terms of exposure and experience that any individual can get under normal circumstances.

    I am not against many ministers as long as: (1) their domains of responsibility are well defined and non-overlapping; (2) their salaries are a small fraction of the normal salary of a minister; and (3) the ministers are highly qualified for the domains that they are responsible for. Smaller ministries with a lean but highly qualified and efficient staff complements that are paid low but decent salaries is not a big deal. Thus, departments within ministries could be unbundled and elevated to ministries and manned by highly qualified personnel but lowly paid staff without extra costs to the national purse.
