Southern African leaders said on Sunday that Zimbabwe’s political rivals must split the leadership of a the Home Affairs ministry, a move rejected by the MDC in a further sign that power-sharing talks were unravelling.
The 15-nation Southern African Development Community (SADC) said in a resolution Zimbabwe’s squabbling political parties should form a unity government immediately to end a stalemate over the allocation of ministries.
But opposition leader Morgan Tsvangirai said he was “shocked and saddened” by the outcome of a summit, which brought together leaders and ministers of SADC countries for more than 12 hours of talks on Zimbabwe’s political impasse and the violence in eastern Congo.
“The MDC is shocked and saddened that SADC summit has failed to tackle these key issues … a great opportnity has been missed by SADC to bring an end to the Zimbabwean crisis,” Tsvangirai said at a post-summit news conference.
SADC said Tsvangirai did not agree with SADC’s call for his Movement for Democratic Change to co-manage Zimbabwe’s Home Affairs Ministry with President Robert Mugabe’s ruling ZANU-PF.
The resolution calling for joint control of the ministry — which controls Zimbabwe’s police and is the main sticking point in the talks — was backed by all 15 members of SADC, said Arthur Mutambara, leader of a breakaway MDC faction.
The SADC said a unity government must be formed.
“We need to form an inclusive government, today or tomorrow,” SADC Executive Secretary Tomaz Salamao told reporters late on Sunday night after the summit in South Africa.
“… SADC was asked to rule and SADC took a decision and that’s the position of SADC. Now it’s up to the parties to implement,” he said.
In a speech to regional heads of state, Tsvangirai suggested his Movement for Democratic Change (MDC) would only accept a comprehensive agreement that gives his party a fair share of powerful ministries. “Only a genuine power-sharing arrangement will allow the MDC to join a new government because that is our mandate from the people of Zimbabwe and we cannot and will not betray their hopes and dreams for a better future,” he is reported to have said in the speech.

it has been said that mdc has asked the united nations to cut aid to zimbabwe until zanu pf gives them the homeaffairs ministry.This follows their previous campaign for sanctions. Morgan will also ask the usa and europe to apply further sanctions until zimbabweans give him the presidency he craves. some have called this evil beyond belief that people are dropping dead daily while morgan gets fatter and fatter and his children live outside the country. He has no sympathy for the dying sons and daughters of our country. He has been given a brief by his masters to destroy zanu pf or lose their backing. In order to achieve that he has said that he is prepared to starve the country until they allow him into the statehouse.Some mdc supporters have been told to run away to botswana and south africa because soon the devastating sanctions will start.
On friday mdc will confirm this new development by pulling out of the talks with zanu pf. In the meantime sources say president mugabe will announce a new cabinet on saturday with or without mdc.Others are pointing to a civil war any time soon. This will however spell the end of the mdc according to sources.

The amazing thing to me is that much of Mugabe’s ‘despised’ western media continue to peddle the fiction that Mugabe is President of Zimbabwe and MDC are the opposition. I just wrote the following to the BBC, having spotted the introduction to one of their reports below- ——-

As to how to get out of this self-inflicted mess, it may be that the only answer now is for MDC to form a government under the woefully inadequate SADC recommendation, and try to build from within. How possible that is given all the bitterness and intransigence is hard to see.. The alternatives however are indeed stark, and could lead to a total breakdown in not only Zimbabwe but also the rest of Southern Africa, where the disease of intolerance and xenophobia is already spreading.

Harare – A summit of the Common Market for Eastern and Southern Africa (COMESA) due to take place in Zimbabwe has been postponed for the second time this year, fuelling speculation the cash-strapped country cannot afford to host it.
The 13th summit of the 19-nation COMESA, which had been scheduled to take place from November 25 to December 8 in the resort town of Victoria Falls has been postponed to next year, Zimbabwe’s government announced in a statement dated Wednesday.

Cholera is spreading in Harare and outlying areas, independent health sources said on Wednesday, with the death toll from the epidemic rising to at least 100 with the country’s virtually collapsed health care system hard put to cope with the outbreaks.
Experts warned that until the causes of the cholera outbreak are addressed, in particular the lack of safe drinking water and deterioration of sanitation systems, the epidemic will continue, claiming more lives.
A nurse at a Harare hospital speaking on condition of anonymity said her institution was without rehydration fluids for two days until a consignment of about 100 drips from the United Nations Children’s Fund, or UNICEF, arrived on Wednesday.

Dr. Douglas Gwatidzo, chairman of the Zimbabwe Association of Doctors for Human Rights, told reporter Carole Gombakomba of VOA’s Studio 7 for Zimbabwe that with the disease on the rise the Harare region and drugs in short supply, the death toll could mount.
Meanwhile, Zimbabwe’s justice system has become the latest victim of the water shortages that have beset the capital for months: the Harare High Court suspended sittings due to a lack of water at its offices in Samora Machel Avenue, a main thoroughfare.
Members of the Zimbabwe Lawyers for Human Rights were turned away as they tried to file an urgent chamber application for the release of opposition activists.

JOHANNESBURG – The 44th session of the African Commission for Human and People’s Rights has ended in Nigeria with Zimbabwe, currently experiencing its worst political crisis in years, coming under immense criticism for its atrocious human rights record in recent years.
This coincided with reports of a new wave of political violence and human rights violations that supporters of Robert Mugabe and the police have unleashed on opposition supporters and government critics.
Participants at the session, who raised concern at the human rights violations, which have included torture and force, called on the African Union and the Southern African Development Community (SADC) to put pressure on Zimbabwe’s warring political parties in order to reverse the violations.
“Noting that the political crisis in Zimbabwe remains unresolved, we are further concerned that there are reports of renewed cases of politically motivated violence and collapse of the social service delivery system,” reads a memo by participants at the Abuja event.
The comment come hot on the heels of Zimbabwean police violently dispersing protests by Zimbabwe Students Union and the National Constitutional Assembly who demonstrated on Tuesday against the deadlock over key cabinet posts, for which SADC failed to find a solution in South Africa this weekend.
“We call upon the AU and SADC to impress upon Zimbabwean authorities to take effective measures to stop all forms of politically motivated violence and allow for free political activity, including the opening up of space for the media and civil society. We call on AU and SADC to remind Zimbabwe of its obligations to regional and international agreements and its current violation of the human rights in relation to continued detentions, threats and gender biased violence,” participants said.
Among others that criticized the Mugabe regime are the chairperson of the African Commission, Sanji Monageng and the Executive Director of the Centre for Democracy and Development, Mr Jibrin Ibrahima, who echoed each other’s sentiments on Zimbabwe’s worsening human rights violations record and mentioned it in the same breath with other rogue states around the continent.
Zimbabwe, where criticism of the government is stifled, is rated among the world’s worst violators of human rights particularly against supporters of the opposition and private media journalists. The country’s elections, the latest being the June 27 presidential elections, have been marred by violence that the ruling party has used to maintain its stranglehold on power.
The human rights violations have continued despite the parties signing a power-sharing deal, which however has been derailed by a deadlock over the allocation of key cabinet posts as Mugabe and Zanu-PF stubbornly attempt to hold on to the major cabinet berths.
Recently the police violently dispersed a demonstration of more than 150 members of Women of Zimbabwe Arise and arrested 42 of them for calling for a resolution of the political impasse in Zimbabwe.

Robert Mugabe secretly pleaded with his arch-rival, Morgan Tsvangirai, to join him in a unity Zimbabwean government after regional leaders instructed the leaders this week to form one immediately.
But Tsvangirai again declined and refused to name members of his Movement for Democratic Change to be appointed to a new unity cabinet. Tsvangirai earlier rejected a Southern African Development Community (SADC) leaders’ resolution to “co-manage” the crucial ministry of home affairs with Mugabe’s Zanu-PF.
Upon arrival back in Zimbabwe on Monday after the SADC summit in Johannesburg, Mugabe vowed to appoint a cabinet unilaterally this week or next, but has since been holding back.
Sources said Mugabe had sent a senior emissary, Simon Khaya Moyo, a former cabinet minister and Zimbabwe’s ambassador to South Africa, to try to persuade Tsvangirai to come home immediately to co-operate in the forming of a new government in line with the SADC’s recommendation.
But Tsvangirai, who has remained in South Africa since the summit, turned down Mugabe’s plea.
“Arrogance is Mugabe’s hallmark and he could have proceeded to appoint the cabinet without Tsvangirai soon after his hand was strengthened by SADC’s decision. But he also realises the futility of proceeding without Tsvangirai and hence his uncharacteristic effort of reaching out to him on Monday,” said a Zimbabwean government source.
A cabinet without Tsvangirai would probably guarantee Zimbabwe’s collapse as donors and investors are unlikely to deal with Mugabe alone. Even South Africa’s R300-million pledge to help resuscitate Zimbabwe’s mainstay agricultural sector was offered on conditional that a unity government was formed first.

According to official figures from July, inflation in Zimbabwe has soared to a staggering 231 million per cent. However, independent economists estimate the true figure to be around the eight billion mark.
Companies are already struggling as a result of the political and economic turmoil engulfing the country, with the mining sector particularly badly hit.
On November 5, reports emerged that major gold-producing firm Metallon Gold Zimbabwe – which has five mines in the country and employs 4,000 people – closed shop the week before citing viability problems. Mugabe has allegedly confiscated some 20 million US dollars which were owed to Metallon, to fund his cash-strapped government.
Other mines are also on the verge of collapse, saying they have not been paid for their gold by the country’s central bank, which is notorious for printing money to fund state expenditure.
The ongoing political turmoil is making Zimbabwe an unattractive prospect for new investors.
At the beginning of October, Zimbabwe was ranked 133 of 134 countries in the latest Global Competitiveness Report, beating only Chad. It had slipped four places from last year, when it was ranked 129 on the list compiled annually by the World Economic Forum, WEF.

Fears of social unrest in Zimbabwe are growing, as swelling numbers of Zimbabweans become daily victims of the crash of the local currency.
The Zimbabwe dollar hit an all time low this week, plummeting to a trading value of an average Z$28,4 quadrillion to the U.S. dollar – tr****ing another round of massive price increases. Analysts have said the latest collapse of the currency was being driven by the Southern African Development Community’s (SADC) weekend ruling on the political impasse between ZANU PF and the MDC – with the regional body overtly siding with Robert Mugabe.
As the countries politicians have continued to wage a war of words in the form of negotiations over a unity government, Zimbabweans have been fighting daily battles tr****ed by the devastating economic crisis. The dollar has become valueless, in a country where hard currency is now the only acceptable form of payment. The Reserve Bank’s decision to suspend the online RTGS payment system has seen many businesses struggle to stay afloat, while at the same time Zimbabweans spend days in bank queues to try to withdraw enough money to pay their bills in cash. Cheques are not accepted because of the daily changing rate of the Zimbabwe dollar, leaving people with money in the bank, but unable to buy food or pay their bills.
The withdrawal limits themselves have twice been raised by the central bank, and every increase has seen immediate price increases across the country. At the same time, most shops have stopped accepting the local dollar, and empty shelves are testimony to a collapsed economy. The South African rand and the US dollar are now the most common forms of currency, but for those who are unable to access forex, this means they will be unable to survive.

Geneva – A World Food Programme (WFP) appeal issued last month for 140 million dollars to help feed a growing portion of Zimbabwe’s population has gone completely unfunded, a UN spokesperson said Tuesday. “So far we have received none of the funding, zero,” said WFP spokeswoman Emilia Casella .
The appeal was to help feed the growing number of people in the southern African nation who require handouts. The WFP said it raised its caseload in the country from 2 million to 4 million people in recent weeks.
By the beginning of next year some 5.1 million people, or 45 per cent of the population, are expected to require food assistance.
A poor harvest has further complicated Zimbabwe’s already existing food crisis, the UN said in its appeal.
Already, the WFP said, it had to cut back on the amounts delivered to each needy family so that it could reach more of the growing number of destitute people.
“We need the funding urgently,” Casella stressed.

This force is being put together to DISARM and ARREST renegade Green Bombers, War Veterans, ZRP and ZNA, CIOs (Central Ignorance Organisation)
The primary purpose of this force will be to protect the innocent Zimbabweans from the Green Bombers, War Veterans, drugged and partisan ZRP and ZNA, and the poor little CIOs (Central Ignorance Organisation). Then we will have very free and fair elections.
Training bases are not an issue. Done. Funding is not an issue. Done. Arms and equipment DONE. Food and medicines, DONE. Mobilisation within ZNA, ZRP, CIO, done. (more than 1200 men and women enlisted)

The recount of votes in 23 constituencies began on 19 April, with party representatives and foreign electoral observers present. It was initially expected to take three days, but due to delays on the first day at some polling stations, Utoile Silaigwana, the Electoral Commission’s deputy chief elections officer, said on 20 April that it might take longer. Silaigwana attributed the delays to lengthy “initial consultations” and to polling agents arriving late.
On 21 April 2008, a South African member of the Southern African Development Community (SADC) observer team, MP Dianne Kohler-Barnard, said that the recount was “fatally flawed”. She reported repeated miscommunication of venue addresses, protocol registers at several counting stations missing, ballot box seals holding the keys for the two padlocks on each box broken. One set of ballot boxes was missing a book of voting papers from the presidential election box, although all the other books were locked inside. Loose ballot box seals with serial numbers identical to those on already-sealed boxes were easily available.[73][74]
