Power sharing talks between the MDC and ZANU PF have all but collapsed,after ZANU PF’s politburo resolved not to offer any concessions to Morgan Tsvangirai.

President Robert Mugabe on Wednesday reported back to a meeting of his party’s top decision making body, the Soviet-style-politburo, about the failure of the SADC summit to break the impasse between him and Morgan Tsvangirai in negotiations mediated by President Thabo Mbeki.

Highly placed sources said the politburo had then resolved that Mugabe should not concede to Tsvangirai’s demands to become executive prime minister even if the dialogue collapsed.

Mugabe has also been told by war veterans and military chiefs to pull out of the dialogue with the opposition.

Authoritative sources said Zimbabwe’s military chiefs, led by Zimbabwe Defence Forces Commander Constantine Chiwenga, were of the view that Mugabe had already ceded “too much power” to Tsvangirai in a deal now on Mbeki’s table which the opposition leader has flatly refused to sign.

Sources said the military chiefs and the leadership of the Zimbabwe National Liberation War Veterans’ Association had told Mugabe to make no further concessions to Tsvangirai.

Instead, the army commanders and war veterans are urging Mugabe to dissolve parliament, soon after it resumes sitting next week, and order fresh elections in which Mugabe would win through a campaign of violence.

It is unlikely that Mugabe would resort to that drastic step. Tsvangirai’s MDC instead fears a campaign of targeted assassinations against its MPs to force by-elections which Mugabe would win by violence to regain his parliamentary majority.

Mugabe controls 99 seats, Tsvangirai 100, while a smaller faction of the MDC led by Arthur Mutambara controls 10. The remaining seat belongs to an independent. Mugabe only needs to regain seven seats to take control of parliament.

He is already trying to woo opposition MPs by offering them incentives.

Chiwenga is opposed to a proposal to make Tsvangirai sit on the Joint Operations Command, to be renamed the National Security Council in the proposed unity government.

Chiwenga is still fiercely opposed to any elevation of Tsvangirai and he is said to have told Mugabe that he would still not salute Tsvangirai even if the unity government deal was eventually signed and Tsvangirai assumed the prime minister’s position.

In the current deal, Tsvangirai would be in charge of all economic, social and humanitarian affairs ministries while Mugabe would be responsible for all security ministries.

This is among reasons why Tsvangirai refused to sign the deal.

He said that a situation in which the prime minister was asked to take responsibility for a certain category of ministries while other ministers reported to the president directly was wholly untenable and unheard of.

He described as “non-negotiable” his position that he should become executive head of government in charge of appointing the cabinet, chairing the cabinet and formulating and implementing government policies, among other things.

In this stance, Tsvangirai appears to have the support of many Zimbabweans who believe that “having no deal is better than a bad deal”. The major achilles heel for Tsvangirai appears to be his plan B outside of a negotiated settlement.

Tsvangirai believes Zimbabwe’s economic spiral, underlined by official inflation of more than 11 million percent, will eventually force Mugabe to compromise. But Mugabe, who will open parliament on Tuesday, despite an agreement with Tsvangira to avoid doing so until the negotiations are completed, appears to have abandoned the dialogue in view of his latest action, a fact conceded by Tsvangirai on Thursday.

Mbeki has already given up on the mediation. Sources said Mbeki would now only get involved in terms of encouraging Tsvangirai to sign the deal currently on the table.

    mugabe told Morgan that the glass was half full during their much publicised drink up -then morgan responded with anger and said – no robert the glass is half empty. mugabe told morgan he could prove it there and there that it was half full. morgan got even more mad and asked for time out to consult with other African leaders to prove the glass was half empty.He is still on the african crusade to prove mugabe was wrong to say the glass was half full. gentlemen and ladies of course , that is African politics for you.

    i want you guys now to read the document with the exec powers conceded to morgan that he is refusing to sign. what a blinder of a deal -he should have signed it straight away. Infact mugabe had given too much power to him. I think his lack of decision making will now cost him. there was no need to consult odingas on this deal. it was a fair deal in a temporary arrangement. but as usual the mdc supporters will just go on about the will of the people in march while zanu pf goes on and tells you about the june white wash. so that brings us back to the half empty half full glass. who is in the wrong?

    Lokking at it it is a simple matter -morgan won in june but did not get a clear majority-mugabe won in june because morgan pulled out. that makes it 50/50. yes i know -stop crying about the will of the people. what will? mugabe 44%-simba 10% morgan 47.8% that was the will of the people -they want a shared gvt. they want opposition parties to share power for the good of the nation. Thank you mdc-m for taking on board the peoples concerns and doing what is right for zimbabwe.scarface respects that kind of mentality.to think mutambara was and still is with mdc-t -he could do no wrong then until he decided to use common sense and criticise the west and side with zanu pf on certain issues that are important to our country. to mdc-t supporters he is now eveil-all sorts of bad things are now coming out about mutambara. but while he was on mdc-t’s side he was just so perfect.

    Gentlemen- the glass is half full-may be half empty. we all see things differently but at this most crucial moment for zimbabwe lets not waste time on useless petty differences.Life still has to go on with or without the bloody document. signed or not the show must go on. we will just have to go on until kwamvurayacheka makumbo.I think if morgan looks at the march and june scenarios properly without odingas interference or brown – he will realise that he had been given quite a lot of exec. powers in that deal. but as always he wants its all.greed? someone else interfereing? decision not his? all we can do is wait and see. who has the majority in parliament? thats the key. even with all those powers if you lose the majority -you are gone. be nice to mutambara- he holds the keys with his 10% and so he should be made speaker of the house.mugabe is busy working to gain that 10% while you do your annual african odinga tours….robert i said the glass is half empty.

    come on mdc supporters – you have to tell morgan to sign that **** for the good of the nation. read that document and see for yourselves how much power he had been given. he wants it all because his masters never want to have to deal with mugabe again. we know that. their objective has always been the same from day one.mugabe to go. but we zimbabweans decide that no one else.morgan will miss out on this deal. he was effectively running the country except the army. he is not qualified to control the army having spent time in the mines. no direspect mr prime minister-just the way it is.

    if i was a mdc supporters i would be telling-not asking -but telling morgan to sign that ****. as a zanu pf supporter i think mugabe had conceded quite a lot -more than i expected. if he fails to sign this deal then its down to him-bye bye!!!!! what a deal!!!!! i would sign that **** with my **** if i had to.

It becomes half empty when you are consuming its contents.Why are you so desperate for MORGAN to sign the agreement.You rightly say that you would sign that agreement because you belong to the now defunct zanu losing party.this is the kind of thing that any loser would say.Basicaly they are asking for MDC to pull them out of the self imposed situation that they have put themselves in.Sorry you chicken heads ,but this is your problem and you have no way of repairing this except to ask for the help of MDC.We will let you go it alone because we know that you have not got a clue how to fix your problem without the help of the almighty MDC.

You introduced yo article like you have something new for us to know yet in fact you know less than we do. you enjoy wasting time nhai! you think Mugabe is that dull to cede what you may think is too much power which ppl don’t know of or think its like that?I want you to take a thought at some few facts which often we discuss on these fora. what is the significance of matibili controlling all security sectors?,what safety would MT and his ppl have, knowing ruthless matibili as we do?
    Look a compromise should be sustainable and effective in which case this is not and will never be. If there is anything MT should seek before he assumes control is to sure of all security concerns otherwise he will go the way of Tongogara, Gezi, Ushehwekunze etc. Mati is a known blood sucker mate, ngatichengerei nyoka iyi. now he is playing time game before he resort back to his terror tactics for the submission of his enemies.

Why should anyone negotiate with a snake like bob – the olympics is over now so the chinese pressure on bob not to embarass them will be withdrawn – he never intended to negotiate just waste time at china’s request. No deal – no negotiation – zimbabwe it is time to stop waiting on the rest of the world to come to our aid – clearly the international community has lost focus and SADC cannot be relied upon with mbeki as chair.

    WHAT you have to understand Zimbabweans HOME and ABROAD is tha BOB is a proper ****er its actualy surprising that he is calling the shorts in this deal deal.He can not be trust with the lives of Zimbabweans after so many years of misrule,corruption, killings and mass killings.ACCEPTING a deal with mugabe is like signing a death warrant for all zimbabweans.You accepting that he should be let off the hook for crimes he has commited to MDC supporters who in reality are the whole zimbabwean population.The struggle must continue , there must not be any deal signed with Bob at all ,he is a murderer,peroid.He must be tried first ,found guilty, together with his henchman,like Saddam must be hanged,then we can signed a better deal for the people of ZIMBABWE.ANYWAY WHICHWAY MUGABE MUST DIE AND ZIMBABWE WILL BE FREE.
